No. 19 Oklahoma beats Iowa 31-14 in Insight Bowl (AP)

TEMPE, Ariz. ? Oklahoma dodged a big rally and a falling camera to pull out a gritty win.

Blake Bell ran for his third touchdown in the closing seconds and the No. 19 Sooners survived a late rally, not to mention the crashing camera, to close out a difficult season with a 31-14 victory over Iowa in the Insight Bowl on Friday night.

"It means a lot. These guys persevered," Oklahoma coach Bob Stoops said. "(They) came out here tonight and played an excellent game."

Oklahoma (10-3) didn't get a particularly great game from quarterback Landry Jones and wasn't effective on the ground, either. Once considered national-title contenders, the Sooners held off the gritty Hawkeyes, capping a painful year that started with the death of linebacker Austin Box in the offseason.

Jones threw for 161 yards with a touchdown and an interception, and Bell put the game away with a 21-yard touchdown run with 45 seconds left.

"We did exactly what we wanted to: end this with a win," Oklahoma running back Brennan Clay said.

Iowa (7-6) fell into a 21-0 hole before rallying behind two touchdown passes from James Vandenberg. The Hawkeyes came up just short and dodged a potential disaster when an overhead camera crashed to the field next to receiver Marvin McNutt in the closing minutes. McNutt became tangled in the wire after the camera landed a few yards behind him, but wasn't hurt. The game was delayed 5 minutes while the camera was dragged off the field.

Vandenberg overcame an early interception to throw for 216 yards, but had two interceptions while the Hawkeyes rushed for just 76 yards to end a school-record three-game bowl winning streak.

Oklahoma's return trip to the desert wasn't expected, at least not this early in the bowl season.

Coming off a rout of Connecticut in last year's Fiesta Bowl, the Sooners were ranked No. 1 in the preseason, with hopes of a second national title under Stoops.

Those aspirations were gone after a string of injuries ? All-America receiver Ryan Broyles' torn ACL was the big one ? and two losses in the final three games, including a 44-10 rout by Bedlam rival Oklahoma State in the regular-season finale.

The frustrating run knocked Oklahoma out of not only the national championship chase, but out of a BCS bowl and into the Insight Bowl.

Instead of making a statement in the desert, the Sooners seemed to stand still in the first half, gaining yards in little bits instead of their usual chunks. Oklahoma had just 89 yards on 27 plays in the half, but led 14-0 thanks a pair of 4-yard runs by Bell ? one set up by an interception and another on the Sooners' only sustained drive.

The Sooners finally started to click in the second half.

Oklahoma drove inside Iowa's 10 on its opening drive, though that ended with an acrobatic tip-and-catch interception by Iowa defensive lineman Broderick Binns.

The Sooners kept rolling after that, marching down on their next drive for a 3-yard, play-action touchdown pass from Jones to Trent Ratterree ? breaking a streak of eight straight TDs by Bell ? to go up 21-0.

The Hawkeyes fought back.

Iowa overcame the suspension of its top running back and a favored opponent to win last year's Insight Bowl, beating Missouri 27-24. The Hawkeyes did it behind Marcus Coker, who ran for 219 yards and two touchdowns after replacing suspended starter Adam Robinson.

This time it was Coker who had to watch. The sophomore, who ran for 1,384 yards and 15 touchdowns during the regular season, was suspended for violating the university's student-athlete code of conduct.

Without Coker, Iowa would have to rely on a group of unproven running backs ? none had more than 18 carries ? and lean even more on Vandenberg.

No one was particularly effective in the first half.

Vanderberg was off-target early and had a pass intercepted by Jamell Fleming at Iowa's 31-yard line in the first quarter, then exacerbated the miscue by being called for a late-hit penalty. Bell scored his first touchdown two plays later.Iowa had just one sustained drive in the first half, but that petered out; the Hawkeyes lost three yards on a fourth-and-1 from Oklahoma's 6-yard line.

Their running game ineffective, the Hawkeyes bumbled around most of the next two quarters before finally moving the ball again late in the third quarter. Vandenberg completed seven of his eight passes on a 75-yard drive, the final an across-his-body throw for a 5-yard touchdown to C.J. Fiedorowicz that cut Oklahoma's lead to 21-7.

Vandenberg then got the Hawkeyes within seven with 7 minutes left, hitting Keenan Davis to convert on a fourth-and-10 to set up a 9-yard touchdown pass to Jordan Canzeri on a screen.

That was it, though.

Oklahoma's Mike Hunnicutt followed a 35-yard field goal with just over 4 minutes left and Bell added his final scoring run after the falling camera nearly took out McNutt.

Kenyan troops clashed with Somalia's Al-Qaeda linked Shebab militants leaving several dead, the latest casualties in weeks of dragging conflict in southern Somalia, officials and insurgents said Friday.

One Kenyan soldier died after troops attacked a Shebab base at Beles Qoqani some 60 kilometres (40 miles) into Somalia, killing five militants and leaving "many wounded," said Kenyan army spokesman Major Emmanuel Chirchir.

However, the hardline Shebab claimed to have ambushed Kenyan troops on Thursday with an explosive device, forcing a Kenyan armoured vehicle to stop.

"Upon stopping to survey the damage, a hail of bullets waylaid the inexperienced boys," the insurgents said in a Twitter message, claiming to have killed 11 Kenyans but making no mention of their own casualties.

None of the casualty reports could be independently verified, but the International Committee of the Red Cross (ICRC) reported over 100 wounded in the frontline clinics they support in recent days.

"More than 100 wounded people, mainly civilians, reached the medical facilities during the most recent phase of the fighting," said ICRC nurse Randi Jensen in a statement.

"It has become very dangerous for patients to reach the few clinics available to them, and we just don't know how many more wounded are still out there, desperately waiting to get help," Jensen added.

Kenya sent troops across the border into Somalia in October to battle the hardline militants it blamed for a spate of attacks on home soil, and are fighting alongside Somali pro-government forces.

The Shebab insurgents control large parts of central and southern Somalia but are facing increasing pressure from government forces and regional armies.

The ICRC has sent emergency medical supplies to both sides of the frontline between Kenyan forces and the Shebab, including to the insurgent-held port city of Kismayo, as well as to Afmadow and Dobley.

The Horn of Africa country has been ravaged by a nearly uninterrupted civil war since the 1991 ouster of president Mohamed Siad Barre sparked vicious bloodletting by rival militias fighting for power. - ANP/AFP

Verizon: Future 4G LTE Outages Won't Affect the Whole Country (Mashable)

Verizon's been having a lousy month. On top of the PR disaster of introducing a new $2 service fee for paying bills online, the wireless carrier with the reputation for having the best service suffered no less than three outages for its ultra-fast 4G LTE data network. Now the company has finally come forward and explained itself. Each of the outages was caused by an separate bug, Verizon says, though none as serious as the one that took down the entire network for an extended period in April. Now Verizon says it's taking a key step to prevent nationwide LTE outages: geo-segmentation. By partitioning the network by area, the carrier can isolate problems before they spread and take down the whole system.

The April ?berbug was caused by a bug in the very core of the network, IP Multimedia Subsystem (IMS), Verizon vice president of network engineering Mike Haberman revealed to GigaOm. All of this month's outages also involved issues with the IMS, though none were quite as fundamental to the system's operation as the one in April.

The first outage this month happened on Dec. 7 when an IMS backup database failed. The second, on Dec. 20, was caused by a key network element not responding properly. And for the third, which occurred this past Wednesday, two network elements weren't communicating right.

Although customers' phones should automatically switch to 3G signals when LTE isn't functioning, that didn't happen for some customers. That was because of the nature of an IMS failure -- the network is still transmitting radio signals just fine, it just can't recognize devices running on it. Verizon was eventually able to force those phones to switch to 3G, but not right away.

Although Verizon says it take outages seriously, it makes no guarantees that more of them won't occur. Verizon's 4G LTE network is the world's largest, and the carrier says these kind of outages are simply par for the course when you're pioneering a next-generation wireless network. LTE is a generational shift in data networking technology, and Verizon was the first carrier to deploy it in the United States. AT&T has since followed with its own LTE network, and Sprint plans to debut the tech in 2012.

In the Midst of Outages, Verizon Imposes New Fee (NewsFactor)

Verizon Wireless is pulling a Netflix of sorts. In the midst of three unexplained data outages in less than a month, the wireless carrier decided to start charging customers a $2 fee to pay their bill on its Web site. To say that customers are angry would be an understatement.

"[A] new $2 payment convenience fee will be instituted for customers who make single bill payments online or by telephone," Verizon Wireless announced on its Web site Thursday. The new charges are official beginning Jan. 15, but customers aren't wasting any time complaining about the "convenience fee."

Indeed, the social-media world is abuzz with complaints over the new fee in a way that's reminiscent of the recent Bank of America debit-card-fee drama. Bank of America backpedaled under pressure. So far, Verizon is holding its course. Although the company now blames its data outages on growing pains, the company isn't yet responding to the latest complaints.

Worst Move Ever?

"As if Verizon doesn't make enough money already. I prefer to not use the automatic payments so that I can make sure I have enough money in my account each month. I always pay my bill within a few days of receiving the e-mail," Christina Budd wrote on Verizon Wireless' Facebook page Friday morning. "How about you reward the people who pay on time, instead of punishing them?"

Meanwhile, Matt Beggs wrote, "I hope you enjoy losing almost $200 a month because you wanted to get another $2 out of me." Others took the occasion to start complaining about Verizon's Total Equipment Coverage. Still others reverted to the good old-fashioned "boo" on the wireless carrier's Facebook page. One Facebook follower posted the e-mail addresses of Verizon executives.

"OK, so I see you want to charge me $2 to pay my bill online. I have 15 months to go on my contract. I have figured I can cut $100 a month off my bill," writes Bentz Kirby on Verizon's Facebook page. "So, I will trade you my savings of $1,500 for your rip-off of $30. Then, when my contract is up, I will move my phone lines to another company and you will lose that income stream too. So, enjoy your $2 a month while you lose in the long run. Worst move ever by you, Verizon."

Communications Snafu

"Part of this uproar is based on an incomplete or inaccurate consumer understanding of what's going on. The belief initially was that Verizon was going to charge people for making all online bill payments. It's only 'one-time' payments, according to the company," said Greg Sterling, principal analyst at Sterling Market Intelligence.

More broadly, people believe there are zero costs incurred by Verizon for online billing, he said, so there's a perception that the company is trying to take advantage of customers unfairly or unjustifiably.

"This PR snafu isn't as bad as Netflix, which had several in a concentrated period of time," Sterling concluded. "But it does illustrate how companies are no longer at liberty to simply impose changes unilaterally on the public without risk to their reputations and brands."

Iowa Rep. Steve King?s said Thursday that Rep. Ron Paul, one of the two co-frontrunners going into his state?s caucuses next week, is ?not dangerous unless he?s president.?

King told Politico that he thinks Paul?s supporters are uninformed, especially about his take on international affairs.

?I don?t think that the Paul supporters have really stepped back and thought about what would happen if Ron Paul were operating out of the Oval Office and the commander-in-chief of our armed forces,? King said.

- Sony and Samsung enter into a strategic agreement for supply and purchase of LCD panels

Tokyo, Dec 26, 2011 - (JCN Newswire) - Sony Corp. (Sony) and Samsung Electronics Co. Ltd (Samsung) today announced that the two companies have signed agreements to transition the current business relationship with respect to LCD panels.

Under the agreement, Samsung will acquire all of Sony's shares of S-LCD Corporation (S-LCD), the two companies' LCD panel manufacturing joint venture, making S-LCD a wholly owned subsidiary of Samsung. In consideration for the share transfer, cash consideration of approximately KRW 1.08 trillion will be paid to Sony by Samsung. Concurrently, the two companies have entered into a new strategic agreement for the supply and purchase of LCD panels with a goal of enhancing the competitiveness of both companies. The agreement also allows Sony and Samsung to continue cooperative engineering efforts focused on LCD panel technology.

For Sony, this transaction will enable it to monetize its shares in S-LCD and aims to secure a flexible and steady supply of LCD panels from Samsung, based on market prices and without the responsibility and costs of operating a manufacturing facility. With whole ownership of S-LCD, Samsung anticipates heightened flexibility, speed and efficiency in both panel production and business operations.

Established in April 2004, S-LCD has continued to deliver advanced and cost-competitive LCD panels to both of its parent companies, contributing to the expansion of the respective parties' TV businesses, and the large-sized LCD TV market overall. However, LCD panel and TV market conditions have now changed. In order to respond to such challenging conditions and to strengthen their respective market competitiveness, the two companies have agreed to shift to a new LCD panel business alliance.

The share transfer and payment are targeted to close by the end of January 2012, subject to necessary approvals from regulatory authorities.

As a result of this transaction, a non-cash impairment loss of approximately JPY 66 billion is expected to be incurred by Sony in the third quarter of the fiscal year ending March 31, 2012, due to the reevaluation of its S-LCD shares. This loss includes an impact from the fluctuation of exchange rate. Despite this one-time loss, Sony estimates that the transaction will result in substantial savings on and after January 1, 2012 in respect of costs associated with its procurement of LCD panels. The current estimate of the yearly savings in respect of such costs is approximately JPY 50 billion, compared to LCD panel procurement costs estimated for the fiscal year ending March 31, 2012. Neither the one-time loss nor the estimated cost savings were included in Sony's forecast of consolidated financial results for the current fiscal year ending March 31, 2012, announced on November 2, 2011. Sony is currently reevaluating this forecast, taking into account this transaction and other factors that might affect its full year FY2011 consolidated financial results forecast.

6 die in latest school bus accident in China

At least six people have been killed in the latest crash involving students in China when their overloaded van plunged off a mountain road, state media said Sunday.

The official Xinhua News Agency said an overloaded van taking 12 students home crashed into a 195-foot (60-meter) deep valley in southwest China on Saturday. It said the eight-seat van was carrying 14 people and the other eight, including six students, were all hurt.

The report did not give the ages of the students or the cause of the accident. Xinhua said the crash happened on a mountainous road in Yunnan province. A local government official confirmed the accident but would not give any details. A local news portal in Yunnan showed a picture of the van, with all its sides and roof crushed in.

Badly maintained school transport has been the focus of public anger in recent weeks after a series of accidents in which children were killed on their way to and from school, leading China's safety regulator to demand immediate action to improve safety aboard frequently overloaded and badly maintained school buses.

Earlier this month, a school bus taking primary students home slipped off a country road into an irrigation ditch in the eastern province of Jiangsu, killing 15 children. Officials later acknowledged the bus was overloaded.

In the worst recent accident, 19 children and two adults were killed last month when a nine-seat private kindergarten van packed with 62 students crashed head-on with a truck in northwest Gansu province.

The crashes came amid a national debate over the poor condition of Chinese school buses and chronic underfunding of public schools, particularly in rural areas, which have lagged far behind cities over the past three decades of rapid economic development.

Road safety is also a serious problem in China, with many accidents caused by poorly maintained roads and bad driving habits.

Colorado couple suspected in crime-scene theft arrested in Washington state

A couple from Craig suspected of pilfering the crime scene of the murder-suicide of a Denver father and son were arrested in a Spokane Valley, Wash., hotel Friday night.

Kimberly Mae McCaffery, 35, allegedly used a hacksaw to cut off two fingers of 62-year-old William Ahrold's dead, frozen hand in order to steal the pistol police believe Ahrold used to kill his 9-year-old son, Jackson.

Her boyfriend, Jerod Morris Reeves, 29, is also charged with stealing the pistol, as well as Ahrold's wallet, credit cards, iPhone and gasoline from the Ahrolds' van.

They were arrested in eastern Washington state, about 110 miles south of the Canadian border.

Colorado. They were arrested together in Eagle County on possession of amphetamine, meth and drugmaking equipment in September. McCaffery had a court appearance scheduled last Wednesday, but she failed to appear, court records note.

On Dec. 13, the day the Ahrolds were reported missing, Reeves posted $5,000 bond in a Routt County case involving drugs and several traffic offenses.

In 2008, he lost custody of at least one child in Moffat County, records indicate. He was divorced there in 2002.

Court records also show that in 2001, Reeves was charged with kidnapping in relation to domestic violence.

The Ahrolds' bodies and van were discovered on Dec. 17 by a Bureau of Land Management employee off Grand County Road 1 near the end of Grand County Road 102, in the southwest part of the county.

The Ahrolds were last seen Dec. 9 and were reported missing to Denver police four days later.

Surveillance photos allegedly showing McCaffery and Reeves using Ahrold's credit cards put authorities on their cross-country trail last week.

Spokane Valley police said Saturday the FBI alerted their agency Friday afternoon that the couple was in the area, based on credit card use.

This eventually led officers to the Red Top Motel. Online reviews of the motel are consistently bleak, describing abandoned cars and cheap weekly rates. "All you see is prostitutes and meth users there 2 4/7," according to a review on Yahoo Travel.

KREM-TV reported Saturday afternoon that Reeves told officers he sold the gun that McCaffery cut from William Ahrold's hand.

Reeves and McCaffery face charges of tampering with physical evidence, criminal possession of a financial device for the credit-card theft, first-degree criminal trespass and abuse of a corpse and other charges.

They were being held without bail Saturday in the Spokane County Jail, awaiting extradition, according to jail records.

Their bail amounts in Grand County on their latest charges have been pre-set at $500,000, records show.

No Respite from Chill in North India

The unabated cold waves which continue to hit the northern part of the country took five more lives, raising the death toll in the current spell to 128.

Amidst Christmas festivities and celebrations on Sunday, the temperature in the capital dropped to 2.6 degree Celsius, making it the coldest day in Delhi in the past six years. The temperature in the golden city of Amritsar was recorded at 1.6 degree Celsius.

At the same time, Srinagar, which attracts a large number of tourists during this season, recorded a minimum temperature of -3.3 degrees Celsius. Parts of the famous Dal Lake have already frozen but despite the intense cold, the tourists complained of very little snowfall this season.

Meanwhile, reports state that all five recent deaths occurred in Uttar Pradesh. The state has, so far, already witnessed 88 deaths. In a further tragic case, three more infants died due to the chill, in a hospital in Malda, West Bengal.

The Met department has said that cold waves will continue to persist in North India for coming days as well.

Apple Keen To Launch iPad 3 In Time For Steve Jobs? Birthday On February 24th [REPORT]

I proclaim today the day of the iPad. First it was rumors about the possible inclusion of a 7.85 inch iPad in 2012, and now it seems that Apple could possibly be looking to launch the iPad 3 around February 24th in order to mark the birthday of founder Steve Jobs who passed away earlier this year.

The Focus Taiwan News Channel has ran with an article which refers to information posted in a local Chinese language newspaper hinting that productions rates indicate a mid first quarter launch:

Citing sources close to Taiwanese makers in the iPad 3 supply chain, the Economic Daily news said the gadget could be launched in mid-first quarter of next year or by the end of March.

The report runs into further detail about the complexities of developing a new product and the problems caused in the supply chain and that it will take time for all involved to ensure the smooth operations of their supply chains. Details included in the write up indicate that works at several component supply plants and those at Foxconn will be afforded limited time off during the annual Lunar new year holiday period. Workers, generally are allocated a period of time to be absent from work around that time, which will fall on the 23rd January next year.

It is generally this time of the year when rumors start doing the rounds about when the next generation of iPad will be released. Recent reports have conflicting release times with some indicating that the iPad 3 will be introduced to the world during March or April, and with others opting for an earlier release date of February 2012.

The early 2011 launch of the Apple MacBook Pro models actually took place on Steve Jobs? birthday, which could indicate that the company has set precedent. However, that is more likely to be a simple case of coincidence as it was a Thursday launch taking place during the Presidents Day holiday week.

Not to rehash that whole controversy again, but here?s a story worth sharing, courtesy of blogger vnectar:

I said [to my husband,] ?Hey honey, I did a good deed today! I convinced K. not to donate money to the American Cancer Society!?.

Then I started laughing because I realized that I would sound like a monster to anyone not aware of the drama surrounding the ACS and an atheist organization who wants to donate an assload of money to them, but isn?t allowed.

Anyway, K. is organizing an event at work to raise money for a specific kind of cancer, so when she mentioned donating to ACS, I countered with links to stories about the drama and suggested a smaller charity that?s specific to the kind of cancer she?s raising money for. She agreed that the ACS isn?t worthy of her efforts, which made me feel a bit victorious.

There was no good reason for the ACS to reject money just because it came from atheists, and I hope that someone at the organization was reprimanded for turning away half a million dollars that could have gone toward a worthy cause.

But if they don?t want atheist-tainted money, there are other groups we can give our money to. And we will.

How do we let them know?

Simple: If the opportunity arises, we tell people why we?re no longer making contributions to the ACS. We point them toward other groups which focus on similar issues. We refuse to let the ACS get away with discrimination.

Report: Nintendo 3DS Sales In Japan To Pass The 4 Million Mark Earlier Than Expected

3ds whiteIt's a common platitude in the gaming industry: it's the killer titles that make or break a video game system. One case in point is Nintendo whose 3DS sales in Japan, one of the biggest video game markets in the world, are expected to cross the four million mark two months earlier than expected. Just two weeks ago, Nintendo president Satoru Iwata said this will happen "in February next year", but Japanese business daily The Nikkei is now reporting that cumulative domestic sales of the 3DS will reach four million before year-end. The newspaper is referring to stats from Tokyo-based market research company Enterbrain, which says Nintendo managed to sell a weekly record of 390,000 systems between December 12-18 (and 380,000 units between December 5 and 11).

Son of late North Korean leader leads mourning (AP)

PYONGYANG, North Korea ? North Korea's anointed heir Kim Jong Un led a solemn procession of mourners Tuesday to the glass coffin of his father and longtime ruler ? a strong indication that a smooth leadership transition was under way in the country known for secrecy and unpredictability.

Weeping members of North Korea's elite filed past the body of Kim Jong Il, which was draped in red cloth and surrounded by stony-faced honor guards and dozens of red and white flowers.

State media fed a budding personality cult around his youngest known son, hailing him as a "lighthouse of hope" as the country was awash in a "sea of tears and grief."

In a dreamlike scene captured by Associated Press Television News, Kim's coffin appeared to float on a raft of "kimjongilia" ? the flowers named after him ? with his head and shoulders bathed in a spotlight as solemn mustic played. Various medals and honors were displayed at his feet.

The bier was located in a hall of the Kumsusan Memorial Palace, a mausoleum where the embalmed body of Kim Jong Il's father and North Korean founder Kim Il Sung has been on view in a glass sarcophagus since his death in 1994.

Kim Jong Il's 27-year-old son and heir, Kim Jong Un, wore a black Mao-style suit, his hair cropped closely on the sides but longer on top, as he walked with much older officials in suits and military uniforms.

Stepping away from the group, Kim Jong Un bowed deeply, his expression serious, before circling the bier with other officials.

The announcement Monday of Kim's death over the weekend raised acute worries in the region over the possibility of a power struggle between the untested son and rivals in an impoverished and reclusive country with a nuclear program.

But there have been no signs of unrest or discord in Pyongyang.

With the country in an 11-day period of official mourning, flags were at half-staff at all military units, factories, businesses, farms and public buildings. The streets of Pyongyang were quiet, but throngs gathered at landmarks honoring Kim.

Outside one of the capital's main performance centers, mourners carried wreaths and flowers toward a portrait of Kim Jong Il. Groups were allowed to grieve in front of the portrait for a few minutes at a time.

"We will change today's sorrow into strength and courage and work harder for a powerful and prosperous nation, as our general wanted, under the leadership of the new general, Kim Jong Un," Pyongyang resident U Son Hui told The Associated Press.

Kim Jong Il died of a heart attack on Saturday caused by overwork and stress, according to North Korean media. He was 69 ? although some experts question the official accounts of the date and place of his birth.

A state funeral is set for Dec. 28 in Pyongyang, to be followed by a national memorial service the next day, according to state media. North Korean officials say they will not invite foreign delegations and will allow no entertainment during the mourning period.

Since Kim's death, the media stepped up their lavish praise of the son, indicating an effort to strengthen a cult of personality around him similar to that of his father and ? much more strongly ? of his grandfather, Kim Il Sung.

The Korean Central News Agency on Tuesday described Kim Jong Un as "a great person born of heaven," a propaganda term previously used only for his father and grandfather. The Rodong Sinmun, the newspaper of the ruling Workers' Party, added in an editorial that Kim Jong Un is "the spiritual pillar and the lighthouse of hope" for the military and the people.

It described the young Kim as "born of Mount Paektu," one of Korea's most cherished sites and Kim Jong Il's official birthplace. On Monday, the North said in a dispatch that the people and the military "have pledged to uphold the leadership of comrade Kim Jong Un" and called him a "great successor" of the country's revolutionary philosophy of juche, or self-reliance.

Young Koreans, the North reported, "are burning with the faith and will to remain loyal to Kim Jong Un."

Concerns remain, however, over the transition.

South Korea put its military on high alert and experts warned that the next few days could be a crucial turning point for the North, which though impoverished by economic mismanagement and repeated famine, has a relatively well-supported, 1.2 million-member armed forces.

South Korea offered sympathy to the North Korean people, but the government said no official delegation will be sent.

Kim's death could set back efforts by the United States and others to get Pyongyang to abandon its nuclear weapons program. Concerns are also high that the young and untested Kim Jong Un may feel he needs to prove himself by precipitating a crisis.

Kim Jong Il was in power for 17 years after the death of his father and was groomed for power before that. Kim Jong Un only emerged as the likely heir in the past year.

Absent from any mention by the state media were Kim Jong Il's other sons, Kim Jong Nam and Kim Jong Chol. Kim Jong Nam, the eldest, is widely believed to have fallen out of favor after embarrassing the government in 2001 by being caught trying to enter Japan on a fake passport, saying he wanted to visit Tokyo Disneyland. He reportedly enjoys gambling and has lived in Macau.

North Korea conducted at least one short-range missile test Monday, South Korean officials said. But they saw it as a routine drill.

"The sudden death of Kim Jong Il has plunged the isolated state of North Korea into a period of major uncertainty. There are real concerns that heir-apparent Kim Jong Un has not had sufficient time to form the necessary alliances in the country to consolidate his future as leader of the country," said Sarah McDowall, a senior analyst with U.S.-based consultants IHS.

Some analysts, however, said Kim's death was unlikely to plunge the country into chaos because it already was preparing a transition. Kim Jong Il indicated a year ago that Kim Jong Un would be his successor, putting him in high-ranking posts.

President Hu Jintao of China offered his condolences at North Korea's embassy in Beijing as the government hinted at an early invitation for a visit by Kim Jong Un.

China's response to Kim Jong Il's death highlights the government's growing emphasis on North Korean ties despite its annoyance at the North's refusal to reform its listless economy and its recurring provocative acts against South Korea that raise tensions in the region.

Church Fire Could Be Arson

Investigators believe a fire that broke out at the Kingdom Hall of Jehovah's Witnesses in University Heights could be a case of arson.

The fire in the staging area of the church on Adams Ave. was reported around midnight, according to firefighters.

The fire was knocked down quickly.

The cause was believed to be suspicious in nature.

"We do our own investigation after the initial knock down and were unable to find the cause determination. So the mast unit came out to investigate the fire," said Chuck Adams from the San Diego Fire Dept.

Fed proposes rules to tame Wall Street risk-taking (Reuters)

WASHINGTON (Reuters) ? The Federal Reserve proposed new rules on Tuesday to restrain risk-taking by the largest U.S. banks as it tries to make the financial system more resilient against future crises.

The proposal, required by the 2010 Dodd-Frank financial oversight law, includes new capital and liquidity rules for the largest banks that would roll out in two phases and not likely go further than international standards.

The plan issued on Tuesday closely follows statements the Fed has made in recent weeks to calm Wall Street concerns that U.S. standards may be more aggressive than those of other nations, putting U.S. banks at a disadvantage.

Some analysts were hoping the Fed would provide more details in its proposal and that in many areas it simply echoed the law, leaving the specifics for later.

"This is pretty much a book report on the Dodd-Frank bill," said Paul Miller, a bank stock analyst at FBR Capital Markets.

The Fed said both the capital and liquidity requirements would be implemented in two phases.

The first phase would rely on policies already issued by the Fed, such as the capital stress test plan it released in November.

That stress test plan will require U.S. banks with more than $50 billion in assets to show they can meet a Tier 1 common risk-based capital ratio of 5 percent during a time of economic stress.

The second phase for both capital and liquidity would be based on the Fed's implementation of the Basel III international bank regulatory agreement.

That standard brings the Tier 1 common risk-based capital ratio requirement to 7 percent, plus a surcharge of up to 2.5 percent for the most complex firms.

"They're basically following the guidelines from Basel on the capital buffer. There were really no big surprises," said Gerard Cassidy, bank analyst at RBC Capital Markets.

One area still unclear is how much the surcharge will be for banks that are above $50 billion in assets, but are not in the group of eight institutions considered globally systemic. A Fed official told reporters they have yet to make a decision on the issue, but if these banks eventually face a surcharge, it will likely be a small amount.

The KBW Bank Index of stocks closed up 4.1 percent, a slight gain over where it was prior to the Fed's release.

The rules, once finalized, will apply to all banks with more than $50 billion in assets, including Goldman Sachs Group Inc, JPMorgan Chase & Co and Bank of America.

Most large U.S. banks already meet the Basel III requirements scheduled to fully go into effect in 2019.

For its liquidity requirements, the Fed is waiting on the Basel Committee on Banking Supervision to flesh out its own liquidity recommendations before setting out U.S. requirements.

The central bank said it initially would hold U.S. banks to a qualitative liquidity standard.

Under the Fed plan, banks would have to assess, at least once a month, what their liquidity needs would be for 30 days, for 90 days, and for a year, during a time when markets are stressed. They would be required to have enough liquid assets to cover 30 days of operations under these circumstances.

The proposals released on Tuesday are aimed at ensuring that financial firms have enough capital and liquid assets on hand to weather a future financial crisis. During the 2007-2009 crisis, taxpayers put up $700 billion to bail out the financial system, partially through capital injections into banks.

THREE MONTHS OF LOBBYING

The rules will be out for public comment until March 31, 2012, giving Wall Street time to argue that being forced to keep so much cash on hand it will hurt lending and the economic recovery.

Executives, including JPMorgan Chief Executive Jamie Dimon, have complained that regulators are littering the financial landscape with rules, without properly analyzing their economic impact.

A Fed official on Tuesday said the agency does not have an estimate on how much the capital and liquidity standards will impact U.S. economic growth.

But he said the net benefit to the financial system outweighs the cost to Wall Street and any short-term decrease in credit availability.

The rules proposed will not only apply to the largest U.S. banks. They will also cover any financial firm the government identifies as being important to the functioning of financial markets and the economy.

The government has yet to decide which non-banks, such as insurance companies and hedge funds, meet this standard.

When such companies are designated, the Fed said it may "tailor" the rules, which were drafted mostly with banks in mind, to better fit that particular company or industry.

The law also requires the Fed to write tougher standards for foreign banks with operations in the United States. Fed officials said on Tuesday they would release those proposals soon, and that they would apply to about 100 firms.

UNTANGLING THE BANKS

The Fed rules also try to limit the dangers of big financial firms being heavily intertwined. It would limit the credit exposure of big banks to a single counterparty as a percentage of the firm's regulatory capital.

The credit exposure between the largest of the big banks would be subject to an even tighter limit. A bank with more than $500 billion in consolidated assets could not have a credit exposure of more than 10 percent to another bank of that size.

"I would be surprised if it caused anybody to change their financing arrangements," said Dwight Smith, a partner at Morrison & Foerster LLP in Washington. "This requirement is not going to force anybody to get smaller."

Further, the Fed proposal requires banks to bolster their capital if it appears they are heading into trouble, such as being overexposed to risky assets.

The rule outlines four phases of this "remediation" process that a bank or other large financial organization would go through if it hits certain triggers signaling weakness.

If a bank does not bounce back after following through on requirements such as a capital boost, the regulators could then restrict dividends, compensation, or even recommend the institution be seized and liquidated.

The Fed did not provide details about how much of the remediation process would be made public.
