Report: Nearly 50 killed or missing in Chinese mine blast

Nineteen miners were killed and 28 are missing in China after a gas explosion in a coal shaft, the Xinhua news agency said on Thursday, marking one of the biggest disasters of the year in the accident-plagued industry.

Rescue teams from other mines had been sent to the Xiaojiawan Coal Mine in Sichuan province where 107 miners had been rescued after Wednesday's blast, it reported.

China's mines are the deadliest in the world because of lax enforcement of safety standards and a rush to feed demand from a robust economy. But the death toll from accidents has been falling, government statistics show.

The government work safety watchdog said that 1,973 miners were killed in coal mine accidents last year, according to state media. In 2010, 2,433 people were killed, down from a toll of 2,631 the previous year.

Xinhua said the Xiaojiawan mine was owned by Zhengjin Industry and Trade Co., Ltd. Police were questioning the owner.

Mr. Chairman, delegates, and fellow citizens: I am honored by the support of this convention for vice president of the United States.

I accept the duty to help lead our nation out of a jobs crisis and back to prosperity? and I know we can do this.

I accept the calling of my generation to give our children the America that was given to us, with opportunity for the young and security for the old - and I know that we are ready.

Our nominee is sure ready. His whole life has prepared him for this moment? to meet serious challenges in a serious way, without excuses and idle words. After four years of getting the run-around, America needs a turnaround, and the man for the job is Governor Mitt Romney.

I'm the newcomer to the campaign, so let me share a first impression. I have never seen opponents so silent about their record, and so desperate to keep their power.

They've run out of ideas. Their moment came and went. Fear and division are all they've got left.

With all their attack ads, the president is just throwing away money? and he's pretty experienced at that. You see, some people can't be dragged down by the usual cheap tactics, because their ability, character, and plain decency are so obvious? and ladies and gentlemen, that is Mitt Romney.

For my part, your nomination is an unexpected turn. It certainly came as news to my family, and I'd like you to meet them: My wife Janna, our daughter Liza, and our boys Charlie and Sam.

The kids are happy to see their grandma, who lives in Florida. There she is? my Mom, Betty.

My dad, a small-town lawyer, was also named Paul. Until we lost him when I was 16, he was a gentle presence in my life. I like to think he'd be proud of me and my sister and brothers, because I'm sure proud of him and of where I come from, Janesville, Wisconsin.

I live on the same block where I grew up. We belong to the same parish where I was baptized. Janesville is that kind of place.

The people of Wisconsin have been good to me. I've tried to live up to their trust. And now I ask those hardworking men and women, and millions like them across America, to join our cause and get this country working again.

When Governor Romney asked me to join the ticket, I said, "Let's get this done"? and that is exactly, what we're going to do.

President Barack Obama came to office during an economic crisis, as he has reminded us a time or two. Those were very tough days, and any fair measure of his record has to take that into account. My home state voted for President Obama. When he talked about change, many people liked the sound of it, especially in Janesville, where we were about to lose a major factory.

A lot of guys I went to high school with worked at that GM plant. Right there at that plant, candidate Obama said: "I believe that if our government is there to support you. this plant will be here for another hundred years." That's what he said in 2008.

Well, as it turned out, that plant didn't last another year. It is locked up and empty to this day. And that's how it is in so many towns today, where the recovery that was promised is nowhere in sight.

Right now, 23 million men and women are struggling to find work. Twenty-three million people, unemployed or underemployed. Nearly one in six Americans is living in poverty. Millions of young Americans have graduated from college during the Obama presidency, ready to use their gifts and get moving in life. Half of them can't find the work they studied for, or any work at all.

So here's the question: Without a change in leadership, why would the next four years be any different from the last four years?

The first troubling sign came with the stimulus. It was President Obama's first and best shot at fixing the economy, at a time when he got everything he wanted under one-party rule. It cost $831 billion? the largest one-time expenditure ever by our federal government.

It went to companies like Solyndra, with their gold-plated connections, subsidized jobs, and make-believe markets. The stimulus was a case of political patronage, corporate welfare, and cronyism at their worst. You, the working men and women of this country, were cut out of the deal.

What did the taxpayers get out of the Obama stimulus? More debt. That money wasn't just spent and wasted? it was borrowed, spent, and wasted.

Maybe the greatest waste of all was time. Here we were, faced with a massive job crisis - so deep that if everyone out of work stood in single file, that unemployment line would stretch the length of the entire American continent. You would think that any president, whatever his party, would make job creation, and nothing else, his first order of economic business.

But this president didn't do that. Instead, we got a long, divisive, all-or-nothing attempt to put the federal government in charge of health care.

Obamacare comes to more than two thousand pages of rules, mandates, taxes, fees, and fines that have no place in a free country.

The president has declared that the debate over government-controlled health care is over. That will come as news to the millions of Americans who will elect Mitt Romney so we can repeal Obamacare.

And the biggest, coldest power play of all in Obamacare came at the expense of the elderly.

You see, even with all the hidden taxes to pay for the health care takeover, even with new taxes on nearly a million small businesses, the planners in Washington still didn't have enough money. They needed more. They needed hundreds of billions more. So, they just took it all away from Medicare. Seven hundred and sixteen billion dollars, funneled out of Medicare by President Obama. An obligation we have to our parents and grandparents is being sacrificed, all to pay for a new entitlement we didn't even ask for. The greatest threat to Medicare is Obamacare, and we're going to stop it.

In Congress, when they take out the heavy books and wall charts about Medicare, my thoughts go back to a house on Garfield Street in Janesville. My wonderful grandma, Janet, had Alzheimer's and moved in with Mom and me. Though she felt lost at times, we did all the little things that made her feel loved.

We had help from Medicare, and it was there, just like it's there for my mom today. Medicare is a promise, and we will honor it. A Romney-Ryan administration will protect and strengthen Medicare, for my mom's generation, for my generation, and for my kids and yours.

So our opponents can consider themselves on notice. In this election, on this issue, the usual posturing on the left isn't going to work. Mitt Romney and I know the difference between protecting a program, and raiding it. Ladies and gentlemen, our nation needs this debate. We want this debate. We will win this debate.

Obamacare, as much as anything else, explains why a presidency that began with such anticipation now comes to such a disappointing close.

It began with a financial crisis; it ends with a job crisis.

It began with a housing crisis they alone didn't cause; it ends with a housing crisis they didn't correct.

It began with a perfect Triple-A credit rating for the United States; it ends with a downgraded America.

It all started off with stirring speeches, Greek columns, the thrill of something new. Now all that's left is a presidency adrift, surviving on slogans that already seem tired, grasping at a moment that has already passed, like a ship trying to sail on yesterday's wind.

President Obama was asked not long ago to reflect on any mistakes he might have made. He said, well, "I haven't communicated enough." He said his job is to "tell a story to the American people"? as if that's the whole problem here? He needs to talk more, and we need to be better listeners?

Ladies and gentlemen, these past four years we have suffered no shortage of words in the White House. What's missing is leadership in the White House. And the story that Barack Obama does tell, forever shifting blame to the last administration, is getting old. The man assumed office almost four years ago? isn't it about time he assumed responsibility?

In this generation, a defining responsibility of government is to steer our nation clear of a debt crisis while there is still time. Back in 2008, candidate Obama called a $10 trillion national debt "unpatriotic"? serious talk from what looked to be a serious reformer.

Yet by his own decisions, President Obama has added more debt than any other president before him, and more than all the troubled governments of Europe combined. One president, one term, $5 trillion in new debt.

He created a bipartisan debt commission. They came back with an urgent report. He thanked them, sent them on their way, and then did exactly nothing.

Republicans stepped up with good-faith reforms and solutions equal to the problems. How did the president respond? By doing nothing? nothing except to dodge and demagogue the issue.

So here we are, $16 trillion in debt and still he does nothing. In Europe, massive debts have put entire governments at risk of collapse, and still he does nothing. And all we have heard from this president and his team are attacks on anyone who dares to point out the obvious.

They have no answer to this simple reality: We need to stop spending money we don't have.

My dad used to say to me: "Son. You have a choice: You can be part of the problem, or you can be part of the solution." The present administration has made its choices. And Mitt Romney and I have made ours: Before the math and the momentum overwhelm us all, we are going to solve this nation's economic problems.

And I'm going to level with you: We don't have that much time. But if we are serious, and smart, and we lead, we can do this.

After four years of government trying to divide up the wealth, we will get America creating wealth again. With tax fairness and regulatory reform, we'll put government back on the side of the men and women who create jobs, and the men and women who need jobs.

My mom started a small business, and I've seen what it takes. Mom was 50 when my dad died. She got on a bus every weekday for years, and rode 40 miles each morning to Madison. She earned a new degree and learned new skills to start her small business. It wasn't just a new livelihood. It was a new life. And it transformed my mom from a widow in grief to a small businesswoman whose happiness wasn't just in the past. Her work gave her hope. It made our family proud. And to this day, my mom is my role model.

Behind every small business, there's a story worth knowing. All the corner shops in our towns and cities, the restaurants, cleaners, gyms, hair salons, hardware stores? these didn't come out of nowhere. A lot of heart goes into each one. And if small businesspeople say they made it on their own, all they are saying is that nobody else worked seven days a week in their place. Nobody showed up in their place to open the door at five in the morning. Nobody did their thinking, and worrying, and sweating for them. After all that work, and in a bad economy, it sure doesn't help to hear from their president that government gets the credit. What they deserve to hear is the truth: Yes, you did build that.

We have a plan for a stronger middle class, with the goal of generating 12 million new jobs over the next four years.

In a clean break from the Obama years, and frankly from the years before this president, we will keep federal spending at 20 percent of GDP, or less. That is enough. The choice is whether to put hard limits on economic growth, or hard limits on the size of government, and we choose to limit government.

I learned a good deal about economics, and about America, from the author of the Reagan tax reforms? the great Jack Kemp. What gave Jack that incredible enthusiasm was his belief in the possibilities of free people, in the power of free enterprise and strong communities to overcome poverty and despair. We need that same optimism right now.

And in our dealings with other nations, a Romney-Ryan administration will speak with confidence and clarity. Wherever men and women rise up for their own freedom, they will know that the American president is on their side. Instead of managing American decline, leaving allies to doubt us and adversaries to test us, we will act in the conviction that the United States is still the greatest force for peace and liberty that this world has ever known.

President Obama is the kind of politician who puts promises on the record, and then calls that the record. But we are four years into this presidency. The issue is not the economy as Barack Obama inherited it, not the economy as he envisions it, but this economy as we are living it.

College graduates should not have to live out their 20s in their childhood bedrooms, staring up at fading Obama posters and wondering when they can move out and get going with life. Everyone who feels stuck in the Obama economy is right to focus on the here and now. And I hope you understand this too, if you're feeling left out or passed by: You have not failed, your leaders have failed you.

None of us have to settle for the best this administration offers? a dull, adventureless journey from one entitlement to the next, a government-planned life, a country where everything is free but us.

Listen to the way we're spoken to already, as if everyone is stuck in some class or station in life, victims of circumstances beyond our control, with government there to help us cope with our fate.

It's the exact opposite of everything I learned growing up in Wisconsin, or at college in Ohio. When I was waiting tables, washing dishes, or mowing lawns for money, I never thought of myself as stuck in some station in life. I was on my own path, my own journey, an American journey where I could think for myself, decide for myself, define happiness for myself. That's what we do in this country. That's the American Dream. That's freedom, and I'll take it any day over the supervision and sanctimony of the central planners.

By themselves, the failures of one administration are not a mandate for a new administration. A challenger must stand on his own merits. He must be ready and worthy to serve in the office of president.

We're a full generation apart, Governor Romney and I. And, in some ways, we're a little different. There are the songs on his iPod, which I've heard on the campaign bus and on many hotel elevators. He actually urged me to play some of these songs at campaign rallies. I said, I hope it's not a deal-breaker Mitt, but my playlist starts with AC/DC, and ends with Zeppelin.

A generation apart. That makes us different, but not in any of the things that matter. Mitt Romney and I both grew up in the heartland, and we know what places like Wisconsin and Michigan look like when times are good, when people are working, when families are doing more than just getting by. And we both know it can be that way again.

We've had very different careers? mine mainly in public service, his mostly in the private sector. He helped start businesses and turn around failing ones. By the way, being successful in business? that's a good thing.

Mitt has not only succeeded, but succeeded where others could not. He turned around the Olympics at a time when a great institution was collapsing under the weight of bad management, overspending, and corruption? sounds familiar, doesn't it?

He was the Republican governor of a state where almost nine in 10 legislators are Democrats, and yet he balanced the budget without raising taxes. Unemployment went down, household incomes went up, and Massachusetts, under Mitt Romney, saw its credit rating upgraded.

Mitt and I also go to different churches. But in any church, the best kind of preaching is done by example. And I've been watching that example. The man who will accept your nomination tomorrow is prayerful and faithful and honorable. Not only a defender of marriage, he offers an example of marriage at its best. Not only a fine businessman, he's a fine man, worthy of leading this optimistic and good-hearted country.

Our different faiths come together in the same moral creed. We believe that in every life there is goodness; for every person, there is hope. Each one of us was made for a reason, bearing the image and likeness of the Lord of Life.

We have responsibilities, one to another? we do not each face the world alone. And the greatest of all responsibilities, is that of the strong to protect the weak. The truest measure of any society is how it treats those who cannot defend or care for themselves.

Each of these great moral ideas is essential to democratic government? to the rule of law, to life in a humane and decent society. They are the moral creed of our country, as powerful in our time, as on the day of America's founding. They are self-evident and unchanging, and sometimes, even presidents need reminding, that our rights come from nature and God, not from government.

The founding generation secured those rights for us, and in every generation since, the best among us have defended our freedoms. They are protecting us right now. We honor them and all our veterans, and we thank them.

The right that makes all the difference now, is the right to choose our own leaders. And you are entitled to the clearest possible choice, because the time for choosing is drawing near. So here is our pledge.

We will not duck the tough issues, we will lead.

We will not spend four years blaming others, we will take responsibility.

We will not try to replace our founding principles, we will reapply our founding principles.

The work ahead will be hard. These times demand the best of us? all of us, but we can do this. Together, we can do this.

We can get this country working again. We can get this economy growing again. We can make the safety net safe again. We can do this.

Whatever your political party, let's come together for the sake of our country. Join Mitt Romney and me. Let's give this effort everything we have. Let's see this through all the way. Let's get this done.

"Free Pussy Riot" written in blood at Russian murder scene

MOSCOW (Reuters) - Two women were found stabbed to death in a Russian apartment with the words "Free Pussy Riot" written on the wall in what was probably blood, investigators said on Thursday, stirring more passion over the women jailed for a protest in a church.

A Russian Orthodox Church official said supporters of Pussy Riot now had "blood on their conscience", the Interfax news agency reported.

A lawyer for the women, who were sentenced to two years in prison this month for staging a "punk prayer" against Vladimir Putin in Moscow's main cathedral, said nobody in the band or connected with it was involved in the crime.

Nikolai Polozov, said the words scrawled on the wall may have been a "provocation" aimed to discredit Pussy Riot.

The bodies of a 76-year-old pensioner and her 38-year-old daughter were found on Wednesday in their apartment in the city of Kazan, the federal Investigative Committee said in a statement. They died from knife wounds.

"BLOOD ON CONSCIENCE"

"At the crime scene, on the wall of the apartment was discovered an inscription presumably written in blood: 'Free Pussy Riot'," said the committee, which is Russia's top investigative body and answers to Putin.

Footage on state-run Rossiya television showed the words written in big red capital letters on the kitchen wall. There was no apparent connection between the victims and Pussy Riot.

Five members of the group burst into Moscow's Christ the Saviour cathedral in February and performed a "punk prayer" asking the Virgin Mary to rid Russia of Putin, who was then campaigning for election as president after four years as prime minister.

The trial and sentencing of the activists has drawn sharp criticism from foreign governments, musicians and rights groups, and was seen by Putin's foes in Russia as politically motivated punishment for dissent.

The head of the church department for relations with the armed forces and law enforcement agencies, Dimitry Smirnov, suggested the crime might not have occurred if Pussy Riot had not received vocal support from Russian and Western critics of their trial.

"This blood is on the conscience of so-called community that has supported the participants in the act in Christ the Saviour cathedral, because as a result people with unstable psyches have received carte-blanche," Interfax quoted Smirnov as saying.

The Russian Orthodox Church has cast the performance as a blasphemous attack on the country's main faith, and nationalist pro-church activists have called for vigilantes to protect churches from desecration.

"MONSTROUS PROVOCATION"

Polozov, a lawyer for the jailed performers, said the crime was not connected with Pussy Riot or its supporters.

"It's horrible. In my view it is either a monstrous provocation or the act of a sick maniac. In any case it's not connected with Pussy Riot because Pussy Riot only supports peaceful and non-violent protests," he said.

"There have been many protests in support of Pussy Riot and they've never been violent," said Polozov, who appealed the Pussy Riot convictions on Monday.

A spokesman for the regional Investigative Committee branch in Kazan, 800 km (500 miles) east of Moscow, said he did not believe a supporter of Pussy Riot was responsible.

"It was a regular robbery, a regular robbery and some degenerate wrote that. It's doubtful that some (Pussy Riot) supporter wrote that," Andrei Sheptitsky said by telephone.

Bloggers sympathetic to Pussy Riot said it would be ridiculous to blame the crime on their supporters.

"Supporters of Pussy Riot are responsible for letting loose war in Syria," Slavik Tsener wrote with apparent sarcasm on his Twitter microblog.

Nadezhda Tolokonnikova, Maria Alyokhina and Yekaterina Samutsevich were convicted of hooliganism motivated by religious hatred on August 17.

They said the performance, which came amidst a series of opposition street protests that were the largest of Putin's 12-year rule, was meant as criticism of Putin's tightly controlled political system and the close ties between church and state in Russia, which the constitution says is a secular country.

A survey released on Thursday by state-controlled All-Russian Public Opinion Research Center (VTsIOM) showed 33 percent of those asked found the two-year sentences too harsh, while 31 percent said they were appropriate.

Fifteen percent said they were too lenient and 10 percent said the women should not have been tried at all, according to VTsIOM, which interviewed 1,600 people in 46 provinces.

Iran might let diplomats visit suspected nuclear site

DUBAI (Reuters) - Iran indicated on Monday it might allow diplomats visiting Tehran for this week's Non-Aligned Movement (NAM) summit to inspect the Parchin military base, which U.N. nuclear experts say may have been used for nuclear-related explosives tests.

When asked about the possibility, Deputy Foreign Minister Mohammad Mehdi Akhoundzadeh said: "Such a visit is not customary in such meetings ... However at the discretion of authorities, Iran would be ready for such a visit," the Iranian government-linked news agency Young Journalists Club reported.

The tentative offer was made just three days after the International Atomic Energy Agency (IAEA) again requested access to Parchin for its inspectors at a meeting in Vienna.

Iran is hosting the NAM summit, which ends on Friday, at a time when the West is trying to isolate the Islamic Republic over suspicions it is seeking a nuclear weapons capability. Tehran says its atomic program has only peaceful aims.

Any visit to Parchin by NAM representatives would do little to calm Western concerns or those of the IAEA whose talks with the Iranians ended on Friday without agreement.

The U.N. body suspects that Iran has conducted explosives tests in a steel chamber at Parchin relevant for the development of nuclear weapons, possibly a decade ago.

Citing satellite pictures, Western diplomats say they believe Iran in recent months has been cleansing the site where the experiments are believed to have taken place of any evidence of illicit nuclear activity.

The IAEA is voicing growing concern that this would hamper its investigation if it ever gained access to Parchin.

Last week diplomatic sources said Iran had covered the building believed to house the explosives chamber with a tent-like structure, fuelling suspicions about a clean-up there.

Iran says Parchin, a vast, sprawling complex southeast of Tehran, is a conventional military facility and has dismissed allegations about it as "ridiculous".

Monday's Iranian media report did not make clear whether the NAM diplomats would be able to visit the location in Parchin which the IAEA wants to see or only other areas of the complex.

Akhoundzadeh said U.N. Secretary-General Ban Ki-moon, who is due to attend the NAM summit later in the week, might be able to visit Iran's nuclear sites.

"At the discretion of officials of the Islamic Republic of Iran, there is also the possibility of a visit by the U.N. Secretary General to our country's nuclear centers," YJC quoted Akhoundzadeh as saying.

He said Ban would visit Isfahan, but did not say whether he would go to a uranium processing site near the Iranian city.

U.N. officials were not immediately available for comment.

In early 2011, Iran invited Vienna-based diplomats to tour its nuclear facilities, an offer dismissed by Western states as a ploy by Tehran to appear to show openness while still refusing to give IAEA experts the kind of access they need.

Despite Isaac's soaking, Keys residents laid back

KEY WEST, Fla. (AP) ? Tropical Storm Isaac barely stirred Florida Keys residents from their fabled nonchalance Sunday, while the Gulf Coast braced for the possibility that the sprawling storm will strengthen into a dangerous hurricane by the time it makes landfall there.

It was on course to strike land on the seventh anniversary of Hurricane Katrina, a powerful storm that crippled New Orleans and the Gulf Coast and became a symbol of government ineptitude. Forecasters expected Isaac to pass the Keys late Sunday before turning northwest and striking as a Category 2 hurricane somewhere between New Orleans and the Florida Panhandle on Wednesday.

The National Hurricane Center issued a hurricane warning for a large swath of the northern Gulf Coast from east of Morgan City, La. ? which includes the New Orleans area ? to Destin, Fla. A Category 2 hurricane has sustained winds of between 96 and 110 mph (154 to 177 kph).

Louisiana Gov. Bobby Jindal called a state of emergency and suggested that people begin leaving low-lying parts of the state. He also said he may skip a speaking engagement later this week at the Republican National Convention in Tampa unless the threat to his state subsides. Alabama Gov. Robert Bentley has also canceled his trip to the convention because of Isaac.

Elected leaders' vigilance toward tropical storms has heightened in the seven years since Katrina struck and became a symbol of government failure. More than 1,800 died, there were 53 levee breaches and the federal government was viewed as late and unprepared to handle the aftermath. Criticism was leveled at officials reaching all the way to the White House.

An emergency declaration was also issued in Mississippi by Gov. Phil Bryant amid concerns of storm surge threatening low-lying areas. Oil companies began evacuating workers from offshore oil rigs and cutting production in advance of Isaac.

The storm was on a course to pass west of Tampa, but it had already disrupted the Republicans' schedule there because of the likelihood of heavy rain and strong winds that extended more than 200 miles from its center.

Even before reaching hurricane strength, Isaac caused considerable inconvenience, with more than 550 flights canceled at Miami International Airport and about 150 from Fort Lauderdale's airport. There were scattered power outages from Key West to Fort Lauderdale affecting more than 16,000 customers, and flooding occurred in low-lying areas.

Gov. Rick Scott said at a news conference Sunday evening that only minor damage was reported from Isaac.

Wind gusts of 60 mph were reported as far north as Pompano Beach, north of Fort Lauderdale. But while officials urged residents in southeast Florida to stay home, that recommendation was ignored by surfers and joggers on Miami Beach and shoppers at area malls.

In Key West, Emalyn Mercer rode her bike while decked out with a snorkel and mask, inflatable arm bands and a paddle, just for a laugh. She rode with Kelly Friend, who wore a wet suit, dive cap and lobster gloves.

"We're just going for a drink," Mercer said.

"With the ones that are brave enough like us," Friend added.

Along famed Duval Street, many stores, bars and restaurants closed, the cigar rollers and palm readers packed up, and just a handful of drinking holes remained open.

But people posed for pictures at the Southernmost Point, while at a marina Dave Harris and Robyn Roth took her dachshund for a walk and checked out boats rocking along the waterfront.

"Just a summer day in Key West," Harris said.

That kind of ho-hum attitude extended farther up the coast. Edwin Reeder swung by a gas station in Miami Shores ? not for fuel, but drinks and snacks.

"This isn't a storm," he said. "It's a rain storm."

With a laugh, Reeder said he has not stocked up aside from buying dog and cat food.

The forecast wasn't funny, however. Isaac was expected to draw significant strength from the warm, open waters of the Gulf of Mexico, but there remained much uncertainty about its path.

The Gulf Coast hasn't been hit by a hurricane since 2008, when Dolly, Ike and Gustav all struck the region. Florida, meanwhile, has been hurricane-free since it was struck four times each in 2004 and 2005.

Hurricane center forecasters are uncertain of the storm's path because two of their best computer models now track the storm on opposite sides of a broad cone. One model has Isaac going well west and the other well east. For the moment, the predicted track goes up the middle.

Florida Panhandle residents stocked up on water and gasoline, and at least one Pensacola store ran out of flashlight models and C and D batteries. Scott Reynolds, who lives near the water in Gulf Breeze, filled his car trunk with several cases of water, dozens of power bars and ramen noodles.

"Cigarettes ? I'm stocking up on those too," he said.

Forecasters stressed that the storm's exact location remained extremely uncertain ? a fact not lost on Tony Varnado as he cut sheets of plywood to board up his family's beach home on Pensacola Beach. With the storm's projected path creeping farther to the west, the Mandeville, La., resident joked he might be boarding up the wrong house.

"I'm going to head back that way as soon as we are done here to make sure we are prepared if hits there," he said.

Before reaching Florida, Isaac was blamed for seven deaths in Haiti and two more in the Dominican Republic, and downed trees and power lines in Cuba. It bore down on the Keys two days after the 20th anniversary of Hurricane Andrew, which caused more than $25 billion in damage just north of the island chain.

In Tampa, convention officials said they would convene briefly on Monday, then recess until Tuesday afternoon, when the storm was expected to have passed. Scott canceled his plans to attend convention events on Sunday and Monday.

At Miami International Airport, more than 550 flights Sunday were canceled. Inside the American Airlines terminal, people craned for a look out of one of the doors as a particularly strong band of Isaac began lashing the airport with strong rain and high wind.

Michele Remillard said she was trying to get a seat on a flight to New Orleans, well aware the city could be affected by Isaac later this week. In coastal Plaquemines Parish, La., crews rushed to protect the levees that keep floodwaters from reaching that New Orleans suburb.

"It's a little scary," said Remillard, who was in town for a wedding. "But I need to get home, you know? And if the storm comes my way again, who knows, I might have to come back here."

As of 5 p.m. EDT, the storm was centered about 40 miles (65 kilometers) south of Key West, according to the National Hurricane Center in Miami. Isaac had top sustained winds of 60 mph (95 kph) and was moving to the northwest at 16 mph (26 kph).

Tropical storm-force winds extended outward up to 205 miles (335 km) from the center, meaning storm conditions are possible even in places not in Isaac's direct path.

Armstrong says he's at peace after controversy

ASPEN, Colo. (AP) ? Lance Armstrong was feeling just fine even after being beaten by a lanky teenager in a grueling 36-mile mountain bike race.

Better than fine, even. He's more at ease now than he has been in a decade.

In his first interview since the U.S. Anti-Doping Agency disciplined Armstrong with a lifetime ban from professional cycling and vacated his seven Tour de France titles, he said, "Nobody needs to cry for me. I'm going to be great."

Armstrong couldn't catch Keegan Swirbul at the Power of Four bike race Saturday, finishing nearly five minutes behind the hard-charging kid.

"It's cool to get your butt kicked by a 16-year-old when you know he has a bright future," Armstrong said, smiling.

For a few hours, Armstrong was back in his element ? on a bike and in a race.

No controversies weighing him down, either.

The escape into the mountains around Aspen was almost refreshing. He took the time to enjoy a bright, blue day and soak in the scenery.

As for what lies ahead, Armstrong wasn't thinking that far ? only toward lunch. Armstrong chatted for a few minutes before saying, "OK, I'm going to go eat a cheeseburger."

Before leaving, though, he posed for pictures with the throng of fans that gathered at the base of a ski lift to watch the racers finish.

Asked if there was anything he would to say to his fans, the ones who've supported him through the controversy, he said: "I think people understand that we've got a lot of stuff to do going forward. That's what I'm focused on and I think people are supportive of that. It's great to be out here."

Decked out in black and gold and sporting a Livestrong emblem on his jersey, Armstrong tinkered with his bike and gave a kiss to girlfriend Anna Hansen before pedaling off. Hansen was waiting at the finish, too.

So were plenty of other members of the Armstrong entourage.

His busy weekend was supposed to include a trail marathon Sunday. But he told The Associated Press two hours later he was going to skip the race.

This competition simply took that much out of him. With good reason, given all the climbing the cyclists had to do.

And while Armstrong may be banned from cycling, it certainly hasn't diminished his passion for competition.

Only now, these weekend races may have to suffice.

"It's not so much about racing anymore for me," Armstrong said. "For me, it's more about staying fit and coming out here and enjoying one of the most beautiful parts of the world, on a beautiful day, on a very hard course. Some may say you're a little sick to spend your free time doing stuff like this. I had a good time."

So did Swirbul ? beating his idol was the highlight of his burgeoning career.

Or so he thought. Then came this: Armstrong saying Swirbul was a rider to keep an eye on down the road. Swirbul beamed as he stood next to Armstrong.

Swirbul hardly had the heart to tell Armstrong that he won with only one gear ? the rest going out early in the race.

"I'm so psyched right now," said Swirbul, who turns 17 on Sept. 2. "I wanted to win this race so bad."

How come?

"To beat the 7-time Tour champ," he said, grinning.

To riders such as Swirbul, Armstrong will always be champion of those Tour de France titles, no matter what rulings are made.

"It's just a bunch of bureaucrats causing trouble," said Max Taam, who trains with Armstrong and finished third Saturday. "I think he's just happy to move on and be out on his bike."

Armstrong, who retired a year ago and turns 41 next month, said Thursday he would no longer challenge USADA and declined to exercise his last option by entering arbitration. He denied again that he took banned substances in his career, calling USADA's investigation a "witch hunt" without any physical evidence.

USADA said its evidence came from more than a dozen witnesses "who agreed to testify and provide evidence about their firsthand experience and/or knowledge of the doping activity of those involved in the USPS conspiracy," a reference to Armstrong's former U.S. Postal Service cycling team.

The unidentified witnesses said they knew or had been told by Armstrong himself that he had "used EPO, blood transfusions, testosterone and cortisone" from before 1998 through 2005, and that he had previously used EPO, testosterone and Human Growth Hormone through 1996, USADA said. Armstrong also allegedly handed out doping products and encouraged banned methods ? and used "blood manipulation including EPO or blood transfusions" during his 2009 comeback race on the Tour de France.

USADA chief executive Travis Tygart described the investigation as a battle against a "win-at-all-cost culture," adding that the International Cycling Union was "bound to recognize our decision and impose it."

Fans defended Armstrong on Twitter, insisting his work with Livestrong trumps what he accomplished on a bike. His success helped sell millions of "Livestrong" yellow plastic bracelets as he promoted cancer awareness and research. He's raised nearly $500 million since the Lance Armstrong Foundation started in 1997.

On Friday alone, the foundation said it received 400 donations that totaled around $75,000.

There were plenty of fans wearing Livestrong hats and shirts in the crowd, cheering when he finished.

"I'm focused on the future. I've got five great kids, a great lady in my life, a wonderful foundation that's completely unaffected by any noise out there, and we're going to continue to do our job," Armstrong said. "The people like the people who are standing around here or on the course, they voiced their opinion in the last 48 hours and are going to support us."

As for the sport?

"There are a lot of good young guys. A lot of good young guys," Armstrong said. "Cycling is going to be fine."
