GlobalSign Showcases Online Trust & Security Solutions at the ...

New Delhi, India (PRWEB) September 27, 2012

GlobalSign (http://www.globalsign.co.in), one of the leading providers of digital certificates worldwide, today announced that it will be exhibiting its range of website and document security solutions at the NullCon exhibition in Delhi, India. As a WebTrust accredited Certificate Authority, GlobalSign has been dedicated to providing high security Digital Certificate solutions since 1996, and recently opened a new office in New Deli to increase the availability of its solutions to the Indian market.

The Indian economy is booming and as more businesses bring their services online, security concerns such as Internet fraud and phishing are on the rise. The number of active SSL Certificates in India has doubled in the last two years (http://www.netcraft.com), as web owners become more aware of these risks and seek technologies to mitigate such threats. Secure Sockets Layer (SSL) Certificates help organisations protect their websites by encrypting data sent to the server and show customers the well known trust indicators such as displaying https instead of http, the padlock, and the green address bar in the case of Extended Validation (EV) SSL Certificates.

GlobalSign aims to support businesses in implementing high security levels on their websites and in their networks. The NullCon Exhibition represents an ideal opportunity for GlobalSign to introduce its solutions to security professionals from the leading enterprises in India and exchange views on best practices. Amongst others, GlobalSign will showcase its enterprise platforms, which facilitate the management of digital certificates for website security, network authentication, email encryption and document signing. Digital certificates can be issued, reissued, cancelled and renewed from a single account, allowing administrators significant time and cost savings.

We are looking forward to exchanging ideas with security professionals and hearing about their security concerns, says Paul Tourret, Managing Director of

ommerce, cloud and mobile it is essential for us to ensure we are able to help businesses respond to the security threats that arise when adopting these new technologies.

OTTAWA - Canadians will have a little more room to contribute to their Tax Free Savings Accounts as the calendar flips over, but they'll have to wait until the federal budget to see if there will be any more new savings on their taxes.

"Typically when there are new deductions, they announce them in the budget and you get them in that year," said Jason Safar, a tax partner at PwC.

"If it is good news they want to get it out and if it is bad news and you announce it, you might as well implement it because people are angry about it anyway."

And with the federal and provincial governments in deficit slaying mode, Safar said don't get your hopes up for big moves come budget day.

"I haven't heard any rumblings of any significant changes," he said.

For the very wealthy in Ontario though, the new year brings bad news from the tax man ? the top rate for the biggest earners in the province will creep a little higher for those earning more than $500,000.

Jeff Paisley, a senior manager at Deloitte, said those earning more than $500,000 a year saw the top combined federal-provincial marginal rate increase to 47.97 per cent from 46.41 this year.

The rate goes up again on Jan. 1, 2013 to 49.53 per cent, he said.

"So, that's a bit of an increase," Paisely said. "Does the average Canadian get hit by this? I wouldn't say so."

And in Quebec, the marginal tax rate will also edge up, though it kicks in at just $100,000.

"The highest marginal rate in Quebec for 2012 was 48.22 per cent and now the highest marginal rate in Quebec as of Jan. 1 is going to increase to 49.97 per cent," Paisely said.

The TFSA account contribution limit is going up from $5,000 a year ago to $5,500 for 2013.

Canadians will also see certain income tax and benefit amounts increase two per cent for inflation.

The federal tax bracket thresholds will all increase by two per cent, with the top bracket of 29 per cent not kicking in until taxable income of $135,054 for 2013, up from $132,406 for 2012.

Amounts for several non-refundable tax credits also increase, including the basic personal amount which will stand at $11,038, up from $10,822.

In Ontario, seniors and those who live with them will also be able to take full advantage of the Healthy Homes Renovation Tax Credit that allows people to claim up to $10,000 worth of eligible home improvements that was announced late in 2012.

"Unless someone had a renovation that they were planning to do, they weren't going to squeeze that in," Safar said of the measure which could save Ontarians up to $1,500.

Talking Dogs: Be responsible for your canine at all times | Pets | The ...

Bolt, an Alaskan malamute being held at the Turlock, Calif., Animal Shelter as a result of biting a young woman in the face is a hot topic of conversation. Regardless of your opinion of this situation, and what ultimately is to be done with Bolt, and other dogs that bite, it is certainly an experience we should learn from and do everything possible to avoid.

As a dog owner, one must recognize that our dogs will never think, rationalize or behave like humans. Their instincts cause them to react and respond in ways that we sometimes don't understand or approve of, but there is always a reason for them behaving the way they do. Regardless of the breed, size, age and training, we must remember that all dogs bite, and if your dog bites another person, you could end up facing the same scenario as Bolt and his owner.

If you expect your dog to grow up to be highly social and relaxed around people in general, then early and continuous socialization is a must. If, as a puppy, your dog meets and has a positive experience with a few hundred different people of all shapes and sizes, he is likely to grow into an adult with a higher tolerance of human interaction. If your puppy is raised at home, and not properly socialized out in the world, be prepared to have him grow into an adult dog wary of strangers.

Incidences like the one with Bolt are preventable. As dog owners, we must realize that people - friends, extended family, strangers - will often behave inappropriately around our dog; sometimes purposely, but usually ignorantly. Rather than leave it up to our dog to protect himself or respond to these people and their unsuitable behavior, have a strategy to keep dog and humans separated when people other than immediate family are in your home, and politely deny requests from strangers to interact with your dog in public.

Being a responsible dog owner goes well beyond feeding, vaccinating and training. Think of your dog as a permanent 4-year-old; you should always look out for him, keep him under your control, make decisions for his safety, and never, ever allow him to interact with people without your supervision.

Dogs have an instinctive need to do what is necessary to survive potential danger. It seems that no matter how inappropriate the human may behave, the dog is expected to be above reacting in any way. Presuming that we are the more intelligent of the two species, is it reasonable that we accept no responsibility of the outcome when we interact with a dog?

These measures may seem, at first read, to protect people in general from dogs; I submit that they should be in place to protect our dogs from other people.

Eric Chua : Life, Business and Real Estate in Singapore ? The ...

Sometimes, you have a light-bulb moment and get hit with a great new business idea. When you have a great idea, you can start on your new venture. Keep reading for some ideas that can catapult your business to the next level.

You need to remember that you will need to use some of your profits from Web marketing to do more marketing. This creates a cycle of marketing, customers, and profits that can propel your business forward.

Create an easily accessible email list of your potential and current clients. Ask users to sign up on your site or require them to submit an email address before making a purchase. Later, you can incorporate this information to market to your customers, as well as send them promotional materials or inquire about customer feedback.

TIP! Since no business will thrive on luck alone you must be prepared to invest hard work, patience and plenty of dedication to your internet marketing business. Any business with long-term profitability and success worked hard to achieve those goals.

Make sure you have a good logo even if you are a small company. These tools are going to assist with building brand recognition. A potential customer can remember a slogan for a while. A customer might remember your slogan when deciding to make a purchase, which will increase your likelihood of making a sale.

Add a feedback form to the bottom of your advertisement that solicits opinions and explanations from people who have made the decision not to purchase. Perhaps there was something about your ad copy or your guarantee that they did not like.

Use your advertising campaign to make a personal connection with your potential customers. Use your name in your advertisements and have a picture of your face on your website. Hand write a note to welcome new visitors to your site.

TIP! Consistent blogging is a productive way to enhance any online marketing venture. A blog is another venue where consumers can find more information about your product or services.

Deals and sales can help boost the ranking of your site. An excellent deal is, in some ways, like buying your PageRank, as it will lead to many deal and general consumer news sites linking to you. This is just like stores marking down items that do not sell well at full price.

You can market your website as a place of social gathering rather than a business. This can hep build traffic to your website as customers come back to interact with others. This helps to keep your site at the front of people?s minds. You can also get some free advertising out of it. Give out different graphics and badges that people can use to advertise your site.

If you are using email marketing, you need to rotate links that are included in your correspondence. It is all too easy for customers to no longer even see the links that become too familiar. Keeping things constantly changing (even just a little bit) will prevent your readers from skipping over your links.

TIP! Do you want to break into the world of Internet marketing? Offer a great reason for your visitors to give their email. When they do, you will grow your opt-in mailing list.

Competition can be a very valuable tool for your Online marketing efforts. Research what your competition is doing and the things that are helping them as well as hurting them. You can learn a lot from watching what other people are doing. You can learn how to become successful and avoid mistakes.

Putting ads in various places online is one basic method of Online marketing. There are many companies who will allow you to do this, and Google AdSense is a very popular one. You just need to do the work of creating the ad up front, and let them do the rest of the work for you with the sharing of your information with potential customers afterward.

TIP! Send related items and catalogs to your customers. They are more likely to make purchases from you if a previous order went well.

Try to make your ads look unique, instead of traditional and common banner ads. By freshening up your banner ads, you will get more clicks.

It is most important that your customers trust you and that you maintain their trust. Utilize only information which is supported by documented evidence when designing and promoting your campaigns. Use things such as proven results and endorsements from experts and previous clients as proof to back up your claims.

Be active on the major social media networks to increase your customer base. Develop a Facebook page to give your customers a place to enter their feedback. You can use Twitter as a way of having a casual conversation with your clientele.

TIP! Building and sustaining a customer management database can improve your Internet marketing work. This type of database keeps track of customers, along with their purchasing histories.

A good Internet market tip is to always come off as someone who is an expert in whatever it is you are offering on your site. This will help you gain credibility since you will have a lot of correct information. If you claim you are an expert and you are not, most people will be able to see through your dishonest claims.

Putting yourself in the best position to make a profit is what it?s all about here. The tips you?ve read here will allow you to position yourself correctly, so do not neglect to use them. With patience and hard work, you?ll be rightfully rewarded in no time flat.

Life after Sandy: Breezy Point demolitions begin

David Friedman / NBC News

The U.S. Army Corps of Engineers oversees the demolition on Saturday of a home in Breezy Point, N.Y. The house floated off its foundation during Superstorm Sandy and came to rest in the middle of Beach 215th Street.

By Miranda Leitsinger, NBC News

BREEZY POINT, N.Y. -- The bulldozing of homes ruined by Superstorm Sandy has begun in this seaside enclave, but residents are only beginning to come to terms with the costly and complicated process of rebuilding.

Neatly dividing what was from what will be, an excavator on Saturday methodically tore down the first badly-damaged Breezy Point home -- a one-story, white home that floated between 150 and 200 feet into the middle of Beach 215th Street during the Oct. 29 storm, apparently stopping only when it slid up against a light pole.

While the beginning of demolitions is an important milestone on the road to rebuilding, it left resident Tom Ryan, 64, a neighbor of the homeowner, feeling melancholy.

?It?s a sad day for Breezy Point, but it?s been a lot of sad days lately for Breezy Point, a lot of sad days,? he said as he walked away from the detritus of the home. ?Sixty-one years (here) all year round, and I?ve never seen anything like this.?

What Ryan has been seeing is a period of uncertainty in Breezy Point, a private cooperative founded more than a century ago by Irish immigrants. Sandy?s flooding is believed to have triggered a devastating fire that burned down 111 homes in one of the older areas,? known as ?The Wedge.? And the storm surge damaged more than 2,000 other residences, some of which also are not salvageable and are now about to be removed.

Overall, the storm destroyed 200 buildings and left another 200 unsafe for habitation in the New York City boroughs of Queens, Brooklyn and Staten Island, Department of Buildings spokesman Tony Sclafani said Friday. Many of those structures, which are tagged by ?red cards,? will ultimately be demolished in the coming months, he said.?

Buildings blocking public rights of the way are the first structures being cleared in New York City, an operation being run by the U.S. Army Corps of Engineers. The removal of these roaming residences will soon be followed by the demolition of the badly damaged structures on private property, a process that the city will oversee.?

(Coastal communities in New Jersey are going through a similar procedure, though the New Jersey Department of Community Affairs cannot say how many building have been slated for demolition. Gov. Chris Christie has said that more than 22,000 homes were rendered uninhabitable by the storm.)?

Like other storm victims, residents of Breezy Point focused on salvaging possessions and cleaning up in the first days after Sandy hit. But some soon learned that they might not be able to save their homes, including many bungalows dating back decades when the area was more of a summer getaway known as the ?Irish Riviera.??

Some hired structural engineers, hoping that their homes could be saved. But in many instances, the answers were not what they had hoped to hear.

Among those getting the news that their home would have to be torn down were Jerome Hoffman, 62, and his wife, Madeline DiLorenzo-Coscia, 63, who had hoped to put the bungalow back on its foundation but found out that wouldn?t be possible.?

Miranda Leitsinger / NBC News

Madeline DiLorenzo-Coscia, 63, and her husband, Jerome Hoffman, 62, look at their 'little frame shack' in Breezy Point on Dec. 8.

DiLorenzo-Coscia said her family had owned the doomed ?little frame shack,? which was shoved off of its pilings and bombarded with other debris, for more than 50 years.

?If you look at it, it?s just a little shack ? but it?s a lifetime full of memories,? she said.? ?It?s like the Wizard of Oz. ? I just wish we could click three times and get back home.??

Those memories include playing hide and seek under the bungalows as kids, singing tunes like ?Johnny Angel? on the lifeguard stands down on the beach and going on long walks to the point, where she and her friends would read poems they?d written, then tear them up and throw them into the water.?

?I guess we thought that we were, you know, we were grownups or something, that we were heroines in our own novels,? she said.?

The couple would like to rebuild, but they?re struggling with the financial equation. Since it?s a second residence, they?re not eligible for much of the emergency financial aid available to those whose primary residences were damaged by the storm. That means they?d have to refinance their home in Brooklyn to do it and take the same sort of leap of faith that her parents did when they joined the nascent Breezy Point Co-op in 1960 as residents battled to keep their homes after a developer quietly sold the land beneath them.?

?They never regretted it. They never looked back and ? I'm sure that, you know, I?ll feel the same because it?s an investment in our children?s future and family being together, family sharing good times,? she said, adding that she wants her 18-month-old grandson, Michael, ?to be able to enjoy this.??

The co-op board said late last week that the removal of houses deemed unsafe for occupancy or unable to be repaired was expected to begin in the second week of January.?

The city will oversee destruction of homes on private property, while the Army Corps of Engineers takes down homes that no longer have four walls or are in the right of way, in addition to collecting debris from the city-led demolitions, said Patrick Moes, a spokesman for the corps? New York field recovery office.?

The process was demonstrated on Saturday, as contractors sprayed the home that floated off its foundation with water in an effort to prevent asbestos particles from going airborne. The debris, which will be tested for asbestos, was then piled into large dumpsters lined with white tarps. Federal environmental and safety officials were onsite, and appliances were separated out so they could be disposed of properly.?

Workers try to retrieve any mementos that they come across during a demolition, Moes said, and on this day they saved a military-style trunk for the homeowner.? NBC News was unable to contact the homeowner.?

?It?s a part of the grieving process,? Moes said of the work. ?Whether it is a pile of debris or a house ? that?s someone?s home.?

Residents whose homes that stayed put on their property but are beyond saving are racing to complete forms needed for demolition. The co-op board informed them that the city, under the auspices of the Federal Emergency Management Agency, would pay for the demolition of those homes deemed to be a public safety hazard by the buildings department, but only if homeowners complete the paperwork by Dec. 31.?

As the demolition process beings, residents are eager to begin laying plans for rebuilding. But they must wait for anticipated new building requirements. The co-op said Saturday it is awaiting the release of new FEMA flood zone maps, which will help determine construction criteria.?

Such concerns are weighing on Pat and Cam Livingstone, whose small oceanfront one-story home will have to be torn down after the floodwaters raced through and thrust a neighbor?s deck against one side of it.?

John Makely / NBC News

Pat and Cam Livingstone stand outside their home at 220 Oceanside in Breezy Point, which was floated off of its foundation by Superstorm Sandy.

Pat Livingstone, 74, said the couple would like to rebuild.?

?But you just don't know with the storms that are coming every year, it seems to be,? she said earlier this month, as she and her husband retrieved a few items from the home, including a decades-old top hat and some collector coins. ?We'll have to see, that's where we're at. We have to see. What are they going to let us do? What are the restrictions? Are we going to get insurance???

Sandy-struck Breezy Point facing 'greatest historical challenge'

?They want to go up,? she said, referring to the expectation that authorities will require homes to be elevated several feet. ?Can we walk up? Are there going to be ramps? We're pushing 80 now,? she said with a small chuckle.?

Cam Livingstone, 76, said the 20 years that the couple lived full time in Breezy Point were some of the best years of their lives.?

?We had good times here,? he said, his hand resting on the roof of their badly damaged home. ?We threw some big parties.??

But now, he said, they wonder if the effort to rebuild would be worth it.

It ?wouldn't be the money so much,? he said of the possibility of returning, but ?do we want to take another chance at this stage of our life??

Down the promenade from the Livingstones, Bob Hauck, a 58-year-old plumber, has decided it is a risk worth taking.

The storm scooped his oceanfront single-story home off its foundation and plopped it down 100 feet straight back, in a sandy area. He joked that the address of his home should now be 210 Sand Lane instead of 210 Oceanside.

John Makely / NBC News

Bob Hauck looks over what is left of his home at 210 Oceanside in the Breezy Point neighborhood of Queens, NY.

?It?s just mind boggling,? he said of the house he owned for 25 years. ?I?m just trying to picture how it lifted and got pushed back and actually came down, you know, pretty intact.?

Gone are the picture window with a double sash that once offered a full panorama of the Atlantic Ocean, as well as the big front deck where Hauck would smoke a cigar and visitors would drop by to say hello. Water warped the floor, in places shoving it up two feet, and pushed in the kitchen wall.?

?Melancholy's an understatement. It?s suppressed grief, it?s suppressed grief,? he said of the state of his home. ?There are no options, you know, in regard to this home. ? the cards are dealt, and we have to play our hand.?

Hauck, a father of four adult children who started coming to this shoreline community with his parents decades ago, said he has ?Breezy sands in my shoes.? It will take all of his financial resources to come back, he said, but he will do it.?

?The beach was our home, and it was a special home because it was a home of a bygone era,? he said, calling it ?a piece of heaven on Earth.??

Hauck said he has been motivated by his neighbors, who have been quick to pick up the pieces of their shattered lives, with some even moving back in though water only just became available in one section of the community on Saturday.

He?s ready to do the same.

?It?s like a dream I know I am not going to wake up from. ? It wasn?t the long term plan, but we?ve got to take what we?re given,? he said, adding that he told his family, ?We had a great run and we?ll have another great one.?

Madeline DiLorenzo-Coscia's "little frame shack" is just one of the homes that will be demolished in Breezy Point. (John Makely / NBC News)

EPA report on chemicals, kids is sidetracked

Kevork Djansezian / Getty Images

A playground at the Carson-Gore Academy of Environmental Sciences in Los Angeles. The $75.5-million elementary school, which was named after former Vice President Al Gore and pioneering environmentalist Rachel Carson, was built atop an environmentally contaminated piece of real estate. Construction crews replaced the toxic soil, which was poisoned by more than a dozen underground storage tanks, with clean fill.

By Sheila KaplanInvestigative Reporting Workshop

A landmark Environmental Protection Agency report concluding that children exposed to toxic substances can develop learning disabilities, asthma and other health problems has been sidetracked indefinitely amid fierce opposition from the chemical industry.

America?s Children and the Environment, Third Edition, is a sobering analysis of the way in which pollutants build up in children?s developing bodies and the damage they can inflict.??

The report is unpublished, but was posted on EPA?s website in draft form in March 2011, marked ?Do not Quote or Cite.??The report, which is fiercely contested by the chemical industry, was referred to the White House Office of Management and Budget (OMB), where it still languishes.

For the first time since the ACE series began in 2000, the draft cites extensive research linking common chemical pollutants to brain damage and nervous system disorders in fetuses and children.

It also raises troubling questions about the degree to which children are exposed to hazardous chemicals in air, drinking water and food, as well exposures in their indoor environments ? including schools and day-care centers ? and through contaminated lands. ?

?

In the making since 2008, the ACE report is based on peer-reviewed research and databases from federal agencies, including the Food and Drug Administration, Housing and Urban Development and the Centers for Disease Control and Prevention.

Public health officials view it as a source of one-stop shopping for the best information on what children and women of childbearing age are exposed to, how much of it remains in their bodies and what the health effects might be. Among the ?health outcomes? listed as related to environmental exposures are childhood cancer, obesity, neurological disorders, respiratory problems and low birth weight. ?

The report cites hundreds of studies -- both human, epidemiological studies that show a correlation between exposure to certain chemical pollutants and negative health outcomes, and animal studies that demonstrate cause and effect. ?In some cases, the authors note, certain chemicals have been detected in children, but not enough is known about their effects to draw conclusions about safety.

In a section on perfluorochemicals (PFCs), for example, which are used to make nonstick coatings, and protect textiles and carpets from water, grease and soil, among other things, the draft notes that they are found in human breast milk.?

The report said that ?a growing number of human health studies? have found an association between prenatal exposure to PFCs and low birth weight, decreased head circumference and low birth length. It also stated that based on ?emerging evidence suggests that exposure to some PFCs can have negative impacts on human thyroid function.?

Furthermore, it noted that animal studies produced similar results, although exposures were typically at higher levels than people are exposed to.?

The EPA?s website still notes that the report will be published by the end of 2011. ?But after a public comment period that was marked by unusually harsh criticism from industry, additional peer review and input from other agencies, the report landed at OMB last March, where it has remained. No federal rule requires the OMB to review such a report before publication, but EPA spokeswoman Julia Valentine said the agency referred it to the OMB because its impact cuts across several federal agencies.

The spokeswoman said EPA had no idea when OMB would release it, allowing publication.?

A spokeswoman for the White House Office of Management and Budget said she would not discuss the review process or give an estimated release date. ??

Some present and former EPA staffers, who asked not to be named for fear of losing their jobs, blamed the sidetracking of the report on heightened political pressure during the campaign season.? The OMB has been slow to approve environmental regulations and other EPA reports throughout the Obama Administration ? as it was under George W. Bush according to reports by the Center for Progressive Reform, a nonprofit consortium of scholars, doing research on health, safety and environmental issues, which generally advocate for stronger regulation and better enforcement of existing law.

?Why is it taking so long? One must ask the question,? said a former EPA researcher who works on children?s health issues. ?It is an important document and it strikes me that it?s falling victim to politics.???

The EPA states that the report is intended, in part, to help policymakers identify and evaluate ways to minimize environmental impacts on children.

That?s an unwelcome prospect to the $674 billion chemical?industry, which stands to lose business and face greater legal liability if the EPA or Congress bans certain substances mentioned in the report or sets standards reducing the levels of exposure that is considered safe.

Among other findings, the report links numerous substances to ADHD, including certain widely available pesticides; polychlorinated biphenyls? (PCBS), which were banned in 1979 but are still present in products made before then and in the environment; certain polybrominated diphenyl ethers (PBDEs), used as flame retardants; and methyl mercury, a toxic metal that accumulates in larger fish, such as tuna.? The draft also cites children?s exposure to lead, particularly from aging lead water pipes, as a continuing problem (See previous coverage, Toxic Taps.)?

Among the other widespread contaminants linked to learning disabilities is perchlorate, a component of rocket fuel , fireworks and other industrial products, which has polluted water around the country.? The Department of Defense, which wants to avoid paying to clean it up, is alarmed by research showing that the chemical interferes with thyroid function and otherwise damages the nervous system, according to R. Thomas Zoeller, a biology professor at the University of Massachusetts Amherst, and an expert on perchlorate.

Zoeller, who has served on EPA advisory panels studying the issue, said the Pentagon?s concern was evidenced by the Air Force?s hiring of two consultants ? Richard Mavis and John DeSesso --? to help shape its response to the research. ?He noted that in 2009, after their consulting contract had ended, Mavis and DeSesso wrote a letter to the editor of Environmental Health Perspectives, a publication of the National Institute of Environmental Health Sciences, attacking an EPA scientist?s study showing that perchlorate may damage the brain. ??I don?t like my tax dollars going for one federal agency to refute the work done by scientists at EPA,? ?he said. The Defense Department and the Air Force declined to comment on the publication, but spokeswoman? Melinda Morgan wrote that, ?The DoD is aware that there are many differing opinions on the science related to perchlorate health effects,? and believes the current level permitted by EPA is safe.

One of the new sections of the report notes that children may be widely exposed to pollutants in schools and day-care centers. Among them are pesticides; lead; PCBs; asbestos, a mineral fiber long used as insulation and fire-proofing;? phthalates, chemicals that are used to soften vinyl and as solvents and fixers, and are found in numerous consumer goods, among them: toys, perfumes, medical devices, shower curtains and detergents; and perfluorinated chemicals, which are used in non-stick and stain-proof products. ?The study notes that these substances are (variously) associated with asthma, cancer, reproductive toxicity and hormone disruption.?

The American Chemistry Council (ACC) , the chief industry trade group, has accused EPA of lacking objectivity and vilifying its products. It has filed dozens of pages of comments accusing the EPA of ignoring certain studies ? including some funded by ACC itself ? that would help businesses make the case that their products are safe. The ACC also contends that EPA has not included enough positive comments about the role of chemicals in society. ??

?ACC members apply the science of chemistry to make innovative products and services that make people?s lives better, healthier and safer,? wrote ACC senior toxicologist Richard A. Becker. ? ?The exclusive focus on exposure is particularly problematic as it may lead to the incorrect conclusion that exposure to chemicals (e.g. phthalates) at any level is not only cause for concern, but also a direct source of negative health effects.?

Becker also expressed the ACC?s contention that EPA was painting too bleak a picture of children?s health in America.??

?It is troubling that the draft ACE report seems to make such little effort to provide a complete overall picture of child health in the United States,? Becker wrote. ?For example, the draft report does not refer to The Health and Well-Being of Children: A Portrait of States and the Nation ? which concludes the health and well-being of children in the U.S. is improving overall with 84.4% of children in the United States listed as being in excellent or very good health, an increase from 83% in 2003.? Other ACC members, representing manufacturers of BPA, phthalates and other substances, also weighed in against the report.

Nsedu Witherspoon, executive director of the Children?s Environmental Health Network and a member of the EPA Children?s Health Protection Advisory Committee, which oversaw the report, called it a major accomplishment, reflecting the explosion of science since the first ACE was published. She also praised EPA chief Lisa Jackson for standing behind it.

Industry critics, Witherspoon said, ?in many cases are the same ones out there trying to debunk the original research,? that the study cites. ?

Rena Steinzor, a professor at the University of Maryland School of Law, and president of the Center for Progressive Reform, said the ACE report need not have gone to OMB for review in the first place. Steinzor notes that Executive Order 12866 states that proposed significant regulations ? generally defined as those that could cost more than $100 million ? need be reviewed by OMB, but studies do not. ?

The Executive Order gives OMB up to 60 days to review such proposals ? although it allows for extensions. In practice, OMB has missed numerous such deadlines.?But the ACE report, which is not a proposed regulation, falls into a gray area.

?If it?s not a rule, I don?t know what it?s doing there,? Steinzor said. ?And even if it were a rule, there would be a deadline and they?d be violating it.?

In an email statement to the Investigative Reporting Workshop, EPA spokeswoman Julia Valentine said, ?The report was provided to OMB so that they could conduct an interagency review process to ensure accuracy and consistency.?

She noted that because the report addresses children's health, it includes issues that are the focus of many departments and agencies within the Department of Health and Human Services -- including the Centers for Disease Control, the Food and Drug Administration, the National Institute of Environmental Health Sciences and the National Cancer Institute. ??

Steinzor, whose organization has studied OMB under numerous presidents, doesn?t buy it.?

The report should be released now, she said, ? because to protect children adequately we need all the information we can get? I guess I understand why there was great anxiety and paranoia before the election ? (but) why would you not do it now? It?s sad that things have gotten so polarized that we?re afraid to release scientific information.?

AP Source: D-backs, Ross agree to 3-year contract

(AP) ? Outfielder Cody Ross has agreed to a three-year contract with the Arizona Diamondbacks, a person with knowledge of the negotiations said Saturday.

The person spoke on condition of anonymity because the deal had not been announced.

Ross, who turns 32 Sunday, adds to the abundance of outfielders on the Arizona roster, leading to speculation a trade may be ahead. He .267 with 22 home runs and 81 RBIs last season with the Boston Red Sox. He's a career .267 hitter in nine big league seasons.

The addition gives the Diamondbacks four veteran outfielders ? Ross, Justin Upton, Gerardo Parra and Jason Kubel ? along with two youngsters the organization has deemed ready for the majors ? Adam Eaton and A.J. Pollock.

That would indicate a trade could be in the works with Kubel the center of that speculation. In his one season with Arizona, the left-handed slugger hit .253 with 30 home runs and 90 RBIs. He was hitting .300 on July 22 but batted .176 with 19 RBIs the rest of the season.

Ross, who throws left-handed and bats right-handed, was a fourth-round draft pick of Detroit out of Carlsbad, N.M., High School in 1999. He had brief major league stints with the Tigers, Los Angeles Dodgers and Cincinnati before becoming a full-time big leaguer with the Florida Marlins. Ross was claimed by San Francisco off waivers in August 2010 and was MVP of that year's NL championship series, when he hit .350 with three home runs in five RBIs against Philadelphia. He also homered against Texas in the World Series.

He committed one error in each of the last two seasons.

Ho Ho Holy Discount: Vatican tax-free store busy

(AP) ? Anyone left on your Christmas list just aching for a 65-inch Samsung 3D flat-screen television? Just your luck. The Vatican's duty-free department store has one on sale for ?2,899 ($3,840) ? a nifty savings over the ?3,799 ($5,032) it costs at Italy's main electronics chain Euronics.

Or how about some new luggage for the holidays? The Vatican shop stocks a variety of Samsonite Cordoba Duo carry-ons for ?123, a nice markdown from the ?135 on the Samsonite website. But if a last-minute shopping splurge is in order, the Vatican can also oblige: Take this leather-bound travelling trunk from Florence's "The Bridge" leatherworks, with its five drawers, plaid interior, six wooden hangars and shiny brass buckles.

At ?5,900, it comes with a matching leather golf club bag, just what every monsignor needs under his Christmas tree.

There's a little-known open secret in the Vatican gardens, a few paces behind St. Peter's Basilica and tucked inside the Vatican's old train station: a sprawling, three-story tax-free department store that rivals any airport duty free or military PX, stocking everything from Church's custom grade shoes (?483 a pair) to Baume et Mercier watches (ladies ?1,585, men's Capeland ?5,000).

There's a hitch, however. It's not open to the public, only to Vatican citizens, employees and their dependents, diplomats accredited to the Holy See and (unofficially) their lucky friends who, after stocking up on holiday must-haves, proceed to the checkout with their Vatican connection and the ID card that entitles them to shop there.

To be sure, Rome is no stranger to tax-free shopping. Embassies, nearby military bases and the U.N. food agencies all have commissaries for their employees, where imports of everything from American ice cream to French wine can be had minus the 21 percent sales tax included in list prices in Italy.

The Vatican has that and more, given that it's its own sovereign state ? the world's smallest ? operating in central Rome. At 44 hectares (110 acres), the Vatican city state is the physical home of the Holy See: the pope and governing structure and administration of the Catholic Church.

The Vatican Museums, home of Sistine Chapel, are the main profit-making enterprise of the Vatican city state, bringing in ?91.3 million in revenue last year alone. But other smaller entrepreneurial endeavors boost the Vatican's coffers as well, including the department store, the tax-free gas station, the stamp and coin collecting office, the Vatican pharmacy and its supermarket.

And in these days of austerity, their profits and bottom line are ever more important to the Vatican.

The Vatican is entitled to run such tax-free enterprises inside its walls based on the Lateran Treaty, the 1929 pact that regularized and regulates the Vatican's relations with Italy. But those regulations also limit the Vatican's customer base, lest all of Rome descend on the supermarket to stock up on Gordon's Gin (?8.50 a liter compared to the ?15 it can run in nearby liquor stores) or Montecristo No. 3 Cuban cigars (box of 25 ?84 ($110.95) compared to $164.95 on www.bestcigarprices.com).

About 4,700 people are employed by the Holy See and the Vatican city state; the Vatican's diplomatic corps ? the Holy See has relations with some 175 countries ? adds another chunk to the customer base.

Few people outside Rome know the department store exists ? there's no evidence of it on any Vatican website, no photos of its wares, no advertising outside the Vatican walls. Those who do know it exists seem to want to pretend it doesn't since the high-end luxury items on sale aren't necessarily in tune with either the sobriety or the salaries of the Vatican rank-and-file.

In fact, on a recent Thursday morning, nary a collar nor religious habit was in sight as ordinary lay folk milled around the spacious store during December's "extraordinary opening hours" ? extended to accommodate bargain-hunting Christmas shoppers who were rewarded with a wine tasting in the central atrium and piles of Brooks Brothers non-iron shirts and Burberry backpacks to choose from.

"More than the prices, it's the material," said Luciano, a bulky Roman, who refused to give his last name as he shopped for an overcoat with his wife and an obliging Vatican friend waiting at checkout. "This one I don't like ? I look like a priest," he muttered as he put the navy blue trench coat back on a hangar.

Cardinal Edmund Szoka, the American who sought to bring some order into the Vatican's finances as head of the Vatican city state, is credited with having made the department store what it is today, moving it into the Vatican's underused train station, a miniature version of Washington's Union station with a sweeping double staircase and glass-front window that frames the dome of St. Peter's a few meters (yards) away.

Szoka said he moved it from the basement of the Vatican government building to the train station for more space, since the station wasn't used anymore for passengers and provided the perfect, airy open space that a shop of its kind would require.

"Our principal motivation in changing the train station building into a department store was mainly for the convenience of our employees, as well as for those who could come into the Vatican and shop there," he said in an email from his home in Michigan. "Naturally, we expected a profit, but that was not the primary motivation."

Szoka retired in 2006, well before the global economic crisis hit. The current leadership of the "Governorato" as the city state administration is called, recently asked all department heads to come up with cost-saving or profit-making initiatives to help the Vatican get through the tough times.

"Any good administrator wants to save what can be saved," said Monsignor Giuseppe Sciacca, the governorato's No. 2. "It seems obvious, necessary."

The Philatelic and Numismatic Office, for example, recently started selling a special limited-edition stamp to help pay for the ?14 million restoration of the Bernini colonnade in St. Peter's Square after corporate sponsorship dried up amid the recession.

Vatican Radio announced in July it would be saving "hundreds of thousands of euros" in energy costs by stopping short -and -medium-wave broadcasts to Europe and the Americas, using other technologies instead.

Perhaps even more than the department store, the Vatican supermarket is a much-sought after perk for Vatican employees, and a boost to the Vatican's bottom line. And at Christmastime, it is as jammed as the department store, with lines snaking through the store and cars taking up valuable parking spaces inside Vatican City as shoppers pile their carts high with panettone, the traditional Italian Christmas cake which is the de rigueur gift for Italian holiday parties. Panettone can run ?25 a pop at Roman bakeries; in the Vatican supermarket, a high-end brand runs almost half that.

"The Nutella is just better here," said Maria Grazia Mancini, a Rome municipal worker who was doing a major pre-Christmas shop with her father, a Vatican employee. "The products here are for export ? the same brands but for export, so it's better quality."

While Sciacca is only too pleased to see the Vatican saving money where it can be saved and making it where it can be made, he was adamant that there are no plans to expand the customer base of the Vatican's little-known discount stores. Accords with Italy don't allow it.

"We shouldn't. And we can't," he said.

He spoke on the sidelines of the presentation of the Vatican's 2012 nativity scene, being unveiled Monday night and donated for the first time. The Vatican happily accepted the donated creche from the Italian region of Basilicata after its ?550,000 Christmas setup in 2009 was exposed earlier this year during the scandal over leaked Vatican documents.

New meteorite suggests that asteroid surfaces more complex than previously thought

New meteorite suggests that asteroid surfaces more complex than previously thought

Friday, December 21, 2012

Meteorites that had fallen from an asteroid impact that lit up the skies over California and Nevada in April are showing scientists just how complex an asteroid surface can be. A new study published in Science this week by an international team of researchers describes the speedy recovery of the meteorites and reports that this space rock is an unusual example from a rare group known as carbonaceous chondrites, which contain some of the oldest material in the solar system. The study of these meteorites and others like them could hold answers to unsolved mysteries about the origin of life on Earth as they contain molecules such as water and amino acids.

"We found that this meteorite is a 'breccia,' a mixture of different rocks that accumulated at the surface of a larger asteroid, and those surfaces can be more diverse than we thought before," said co-author Denton Ebel, chair of the Division of Physical Sciences at the American Museum of Natural History.

About eight months ago, several Doppler weather radars detected a hail of rocks following a fireball traveling at a record-breaking 28.6 kilometers per second (about 64,000 miles per hour) over the Sierra Nevada in northern California. An immediate search-and-recover mission, led by NASA Ames Research Center, the SETI Institute, and the University of California, Davis, resulted in the retrieval of 77 meteorites. The fragments, which were in pristine shape despite entering the atmosphere at a speed twice as fast as a typical meteorite fall, were collectively called the Sutter's Mill meteorite after the nearby historical site that started the California Gold Rush.

"From the loud sonic boom, we quickly realized that this was an asteroid several meters in size, the biggest object to hit over land since the impact of asteroid 2008 TC3 in the north of Sudan in 2008," said lead author and meteor astronomer Peter Jenniskens of NASA Ames and SETI. "That asteroid proved to be a mixed bag of different types of meteorites, and we realized it would be very interesting to find out how diverse the Sutter's Mill meteorites were."

Several fragments were sent to laboratories around the world for simultaneous analysis of the meteorite's mineralogy and structure. The Sutter's Mill meteorite was classified as a CM chondrite, C standing for carbonaceous?high in carbon content?and M standing for the group's type specimen, the Mighei meteorite that fell in Ukraine in the late 1800s.

Ebel received five Sutter's Mill meteorites to study using x-ray computed tomography (CT), an imaging technique that takes pictures of the inside of a specimen without destroying it. The Museum's scanner takes more than 1,000 x-ray images of the object as it rotates inside of the machine. The data collected from these x-rays are then converted by computers to form a 3-D image of the specimen's interior, one slice at a time, to understand the components of the meteorite.

"In the same way that medical tomography, called CAT scanning, is used to image the interior of the human body, CT scanning in a research laboratory allows us to obtain images of the interiors of solid objects, but with a much higher resolution," Ebel said. "This is a fundamentally important tool not just for looking at rocks but for curating them and figuring out whether anything interesting is inside."

CT scans at the Museum, and at the University of California, Davis in an effort led by cosmochemist Qing-Zhu Yin, revealed that no two Sutter's Mill meteorites are the same. The meteorites contained angular pieces of different composition and density. They showed diversity on millimeter scale.

"This was the first time that a CM chondrite was found to be clearly a breccia," Yin said. "The rocky fragments came together following impacts on the parent asteroid, which implies that this meteorite originated from near its surface."

Analyses performed using different techniques at other institutions were in agreement: the mineralogy and other geochemical features of these fragments are unexpectedly diverse and complex. This suggests that the surface of the asteroid that spawned the CM chondrites, their "parent body," is more complex than previously thought.

"This meteorite is special because it records many collisional processes and mixing that we, oddly, don't see very often," Ebel said. "Maybe the real question is 'why don't we see more of this?' It could be that most of the samples we've worked with in the past didn't hold up very well as they entered the atmosphere. Or that we're just seeing a small segment of what's really out there because we don't have meteorite records of what fell to the Earth thousands or millions of years ago. We still have a lot of work to do to figure out what's really going on in the asteroid belt."

UK doctor stripped of license over death of Iraqi

LONDON (AP) ? A British doctor was stripped of his medical license Friday for misconduct over the death of an Iraqi man who was beaten and killed while in the custody of British troops.

Derek Keilloh treated Baha Mousa, a hotel clerk who died at a British base after being detained in Basra in September 2003 during a sweep for insurgents.

Keilloh, then a 28-year-old captain in the Queen's Lancashire Regiment, tried unsuccessfully to revive Mousa, but denied knowledge of the scale of the man's injuries.

A public inquiry found that Mousa had sustained 93 injuries, including fractured ribs and a broken nose.

Last week the Medical Practitioners Tribunal Service ruled that Keilloh knew of the injuries and failed to adequately examine Mousa's body. It said he also failed to inform senior officers of what was going on and protect other detainees from further mistreatment.

The tribunal also ruled that Keilloh engaged in "misleading and dishonest conduct" by maintaining under oath that he had seen no injuries to Mousa's body.

On Friday the tribunal said that even though Keilloh had not harmed Mousa ? and had tried his best to save him in a "highly charged, chaotic, tense and stressful" situation ? the doctor should be barred from practicing medicine for at least five years.

"The panel has identified serious breaches of good medical practice and, given the gravity and nature of the extent and context of your dishonesty, it considers that your misconduct is fundamentally incompatible with continued registration," said Dr. Brian Alderman, a member of the tribunal.

The death of Mousa and mistreatment of other detainees was one of the darkest episodes in Britain's six-year deployment in southern Iraq, which ended in 2009.

Britain's defense authorities eventually apologized for the mistreatment of Mousa and nine other Iraqis and paid a 3-million-pound ($4.9-million) settlement. Six soldiers were cleared of wrongdoing at a court martial, while another pleaded guilty and served a year in jail.

Colombia peace talks said advancing, many challenges ahead

HAVANA (Reuters) - Talks to end Colombia's bloody, half-century-long conflict with Marxist-led FARC rebels have made progress, but many challenges lie ahead, the government's top negotiator said on Friday.

Former vice president Humberto de la Calle, speaking after the two sides finished their second round of meetings and broke until January 14, said they had agreed on some "unprecedented mechanisms" for civic input into the peace process.

"Since November 19 when we formally began, we've had 21 sessions and more than 100 hours of intense work, and concrete advances, all as expected," said de la Calle, who read a statement but did not take questions.

"The challenge is great. We have five more points (on the agenda), all sensitive and vital," he said. "We hope to be able to advance with greater celerity and in an expedited way."

The two sides are trying to end a war that dates back to 1964 when the FARC, or Revolutionary Armed Forces of Colombia, was formed as a communist agrarian movement to fight the country's long history of social inequality.

Tens of thousands of people have died and millions have been displaced in South America's last Marxist-led armed rebellion, a vestige of the Cold War.

Three previous peace attempts have failed, but Colombian President Juan Manuel Santos hopes a decade-long, U.S.-backed offensive has weakened the rebels enough that they will want to end the fighting on the best possible terms.

If peace is not achieved, the FARC still has 9,000 troops that can keep inflicting damage on the continent's fourth-largest economy.

The negotiations, which are being held in a Havana convention center in the ritziest part of the Cuban capital, have begun with the topic of rural development, the first of six points to be addressed.

Others range from the rebels' involvement in the illicit drug trade to their future political participation.

De la Calle said so far Colombians, whose opinions are being sought online and in public forums, had provided nearly 3,000 suggestions to aid the peace process, some of which were being closely studied.

He said the negotiators also were receiving ideas from development experts and from peasants about how to improve life for the rural poor in Colombia.

In a joint communique issued on Friday, the two sides said the conversations have been held "in an atmosphere of respect and constructive spirit."

The FARC declared a two-month unilateral ceasefire when the talks began in November in Havana and complained this week that the government had not joined it in laying down arms.

Instead, the government has kept up its offensive, killing at least 20 FARC guerrillas in one attack this month.

Santos has vowed to maintain military pressure instead of allowing the rebels to regroup as they did during previous failed peace talks a decade ago.

He wants to peace process wrapped up by November, 2013, although the rebels said it could take much longer.

FARC negotiators were scheduled to hold a press conference later on Friday.

Elder Justice Act ? What Family Caregivers Should Know | Senior ...

The Elder Justice Act (EJA) was signed into law on March 23, 2010 as part of the Affordable Care Act in order to ensure available federal resources to ?prevent, detect, treat, understand, intervene in and, where appropriate, prosecute elder abuse, neglect and exploitation? (from a good discussion we found by the APA).

The EJA provides protection for vulnerable adults (any person who is living in one of the covered facilities) from abuse and neglect as well as exploitation.

Facilities that are affected include nursing facilities such as long term care centers, inpatient hospice, and facilities for mentally challenged people, but does not include assisted living facilities.

Elder Justice Act Facilities Requirements

  • Any covered individual (owner, operator, employee, agent or contractor) in a facility is required to report any reasonable suspicion of a crime committed against a facility resident. Serious bodily injury must be reported to appropriate authorities immediately but not longer than two hours and a non-serious bodily injury within twenty four hours of the event.
  • Serious crimes must be reported to law enforcement within two hours and other reports must be made within twenty four hours.
  • Every person who reports suspicion must make their own report in their own words.
  • Can not retaliate against anyone with actual knowledge or reason to believe suspicious activity has occurred.
  • Individuals and facilities will receive a penalty for failing to report suspicious activity including fines and loss of federal funding.
  • Inform covered individuals in the facility and post a notice that they have rights including the right to file a complaint for retaliation.
  • May receive grants from the federal government for training, technical assistance, retention and policy development to ensure compliance.

Family Caregivers & the Elder Justice Act

If your family member is a resident in a covered facility, the enactment of the EJA and facility compliance to it should give caregivers some peace of mind.

It allows more information disclosure to improve the transparency of facilities by including information as part of the Nursing Home Compare report that is available to consumers. The report will include whether a nursing facility has had any cases of criminal violations adjudicated. It will also provide information on facility staffing and turnover data, establishes a consumer rights information page, details the services provided by an Ombudsman, five star rating information and more timely survey results.

This increased accessibility to information created with the enactment of the EJA will help family members make a better choice when selecting a facility for a loved one in your vicinity or learn more about the facility in which your senior presently resides.

The EJA will also make available funds for state adult protective services so that they can increase their ability to protect seniors. It also increases the funding of Ombudsman offices in order to make it easier for them to continue to advocate for seniors in each state as well as educate consumers.

As part of the Affordable Care Act, there will also be a nationwide background check for employees of nursing facilities to prevent people with criminal records from working with vulnerable seniors hopefully resulting in reduced elder abuse.

Knowing more about the Elder Justice Act and the improvements that continue to impact the lives of our residential seniors will give us all better peace of mind. No one wants to place their senior loved one in a facility, but sometimes this is the best option for everyone. Knowing your loved one is being cared for in a facility that has accountability and can be trusted to provide good quality care is important to us all.

If you have any questions or comments, we would love to hear from you.
